First of all, this discussion today has nothing to do <br />with the present construction now under way or the $45,000,000 <br />allocated in the 1974 budget for this construction. It also has <br />nothing to do with the investigation funds and feasibility funds <br />presently in the budget or the continuation of investigations and <br />feasibility of other projects in the state of Colorado. Our first <br />concern is getting these nine authorized projects allocated in prior- <br />ity. This doesn't mean that the development of Colorado is stopping <br />at this point. This means future consideration of any and all other <br />projects that you and others may consider for Colorado. These may <br />be state funded, privately and state funded, or any other combination <br />of circumstances that may be necessary if we find a continuing road <br />"block at the federal level. I just don't want any of us to be <br />reading this record five years from now and getting any erroneous <br />ideas that this meeting precludes any development in the state other <br />than the nine projects in the future. <br /> <br />,N.ow we will get started. I am from <br />the Five projects Council. <br />had a representation from each <br />meeting. <br /> <br />Gentlemen, we do sympathize very much with the job that you have to <br />do' today, because it is tough. At this meeting we tried to put our- <br />sglves in your place and of course, it is a very difficult job to <br />do when you start to pick and choose one project over the other. <br />However, we were able to, this group representing the conservancy <br />districts of the five projects, were able to come to a unanimous <br />conclusion and we wrote it in the form of a resolution which I will <br />read and I think every member of the water board has a copy. <br /> <br />-2- <br />
