<br />COLORADO WATER CONSERVATION BOARD ~mETING MINUTES <br />132 State Services Building <br />Denver, Colorado <br /> <br />March 21, 1973 <br /> <br />I <br /> <br />The meeting was called to order by Mr. Stapleton, Chairman, at <br />10:00 A.M. <br /> <br />Mr. Stapleton: We will call this regularly scheduled meeting of the <br />ColoraQo Water Conservation Board to order. The sole and only <br />purpose of this meeting is to determine priorities for nine recla- <br />mation projects which.,are authorized at the present time. . As I pre- <br />sume everyone in this room knows, a committee of the staff designated <br />by Mr. Sparks has, subsequent to our last board meeting, reviewed <br />the nine projects involved in tOday's and perhaps tomorrow's discus- <br />. . <br />sion and have set recommended priorities for the board to consider. <br />We wish to assure you that the board members have read tbe staff <br />recommendations on each of these projects. I presume they have been <br />made available to all interested parties. <br /> <br />It is our thought that there will be no further staff presentations <br />today and that we will call on each of the projects in alphabetical <br />order to give their presentations in thirty minutes or less. It <br />will be manifestly unfair to allow one .group to have more time than <br />any other. If you desire the full thirty minutes, you will certainly <br />have them. The presentation does not necessarily have to be .con- <br />ducted by one person. If you have attorneys or board pr~sidents to <br />spe~ and comment, that will be fine. We will entertain oUr ques- <br />tions from the board and then from the audience. <br /> <br />This is not a meeting that we all enjoy, but one that we feel we <br />have the responsibility to undertake. Obviously there are going to <br />be eight parties that if we put someone in first priority, they <br />won't like in any way the decision we make. I can understand that. <br />Nevertheless, I think most of you know we have tried to be impartial <br />and fair. Now that we have to make a determination of priorities <br />.to keep something going in Colorado in the interim period, I am I <br />hopeful that there will rot be any emotional displays on the part of <br />~nyone. the board or" the discu~sant$, or those asking questions. I <br />a~ sure that if ~e try to keep it on a fair and rea~nable level, <br />we will be able to get through the meeting and understand your points <br />of view more thoroughly. Even though we set priorities, there is <br />no assurance that we are going to get anything at all. We will need <br />
