"Whereas, the Five Projects' Council is an organization with mem-
bership and representation from each of the five Colorado
projects sponsoring conservancy districts, organized for
the purpose of unifying efforts towards planning and con-
struction of all five Colorado projects, specifically, I
the Dallas Creek, Dolores, Animas-La Plata, San Miguel,
and West Divide Projects; and

Whereas, the Colorado River Storage Act of 1956 provides for the
repayment of certain construction costs of participating
projects from power revenues; and

Whereas, the Colorado River Basin Project Act (PL 9-537, Sept. 30.
1968) designates the five Colorado projects as partici-
pating projects and authorizes construction concurrently
with the Central Arizona Project; and

Whereas, the fact that the five Colorado projects are participating
in power revenues for repayment and that these five Colo-
rado projects are to be constructed concurrently with the
Central Arizona Project is of utmost importance to the
state of Colorado and its future water needs;

Conservation Board to adopt the following prior-

and that funds be allocated in such a manner as to insure that all
five projects receive funds each year and also to insure that these
five Colorado projects have started construction prior to the
delivery of water to the Central Arizona Project; and

Be it further resolved that allowance be made for flexibility accord-
ing to individual project situations that may shift priority among
the five projects."
