I

I

Mr. Younq: The San Miguel project pays for the directors to come to
all the water meetings.

Mr. Kroeqer: Do you have money in your budget to do this sort of
thing?

Mr. Younq: Barely. We squeezed like the dickens to be on this trip.

Mr. Kroeqer: When they need money to do some lobbying in Washington
or do some education down at Lake Powell, where do you get that money?

Mr. Younq: Well, sometimes if we talk good enough we can get some
help from the Southwestern Water Board and the State Board. We have
to spend money out of the San Miguel till to get the job done.

Mr. Kroeqer: Do you dig out an awful lot - $2, $5 and $lO out of
the local people?

Mr. Younq: That's right.

Mr. Kroeqer: And they cough it up, don't they?

Mr. Younq: Yes, they sure have. They have been real good about it.

Mr. Kroeqer: Are you aware of any conservancy district that struggles
under any tougher conditions and have a more dedicated board than
the San Miguel?

Mr. Younq: I certainly do not know of any other board.

Mr. Kroeqer: I am glad you put that in the record, Mike.

Mr. Stapleton: You are leading the witness:

Mr. Younq: We are just taking full credit. We have good backing.
Are there any questions?

Mr. Sparks: I might explain a bit about the concurrent construction
with the Central Arizona project and what is involved. I am well
aware of that provision because I wrote it. There is some feeling
that the Central Arizona project is getting way ahead of us. This is
not the case. In the federal budget there was a substantial amount
of money shown as being available for the Central Arizona project.
Nearly all of that money was for the power plant at Page, Arizona,

-62-
