<br />Donald Hamil, President of the Lower South Platte District: Eric <br />Wendt, Secretary Manager; Reuben Peif, a member of the board.of the <br />Lower South Platte District; Glenn Morgan, the mayor of Fort Morgan: <br />Earl Franklin, the mayor of Sterling; Alex Michel, the superintendent <br />of the North Sterling Irrigation District; Dick Ross, a director of I <br />the Sterling Chamber of Commerce; Jim Latham, President of the Brush <br />Chamber of Commerce; and Graydon Dowis, counsel in Sterling for the <br />District. Maybe these gentlemen could all stand so that you can see <br />them. <br /> <br />Narrows dam and reservoir will be constructed approximately 6 miles <br />west of Fort Morgan, 35 to 40 miles east of Greeley and approximately <br />75 miles northeast of Denver. The reservoir's location is.set ,out <br />on a map attached to your statement. This map also shows in green <br />lines the district's boundaries extending downstream from the Narrows <br />dam and reservoir. The district itself was organized in 1964. It <br />is the primary sponsoring and contracting agency for the project. The <br />district contains 400,000 acres, 200,000 of these acres are irrigated. <br />It has an assessed value of approximately $81,000,000. The district <br />includes Sterling, Fort Morgan, Brush and 12 smaller communities <br />within its boundaries. These communities have a population totaling <br />more than 29,000 persons. A small part of the project's water supply <br />will be used by the Central Colorado Water Conservancy District in <br />an exchange upstream from the Narrows reservoir. Jim Smee, the <br />executive director of that district, will make a short comment fol- <br />lowing my presentation on what the Central Colorado District consists <br />of and its plans for the use of the water that is allocated to it. <br /> <br />The Narrows project was originally authorized as a unit of the <br />Missouri River Basin Project in the Flood Control Act of December 22, <br />1944. In the late 40's preconstruction activities were commenced <br />and houses were constructed. They were ready to build the Narrows, <br />but there was an unfortunate controversy in the service area and con- <br />struction was suspended. These problems, I am happy to report, and <br />this board is aware, have been resolved now for a number of years. <br />Local support is for all practical purposes now'unanimous and the <br />project was re-authorized in August of 1970. <br /> <br />The project consists principally of the Narrows dam and reservoir. <br />It's an onstream structure. Its surface area at the level of the <br />joint use pool is almost 15,000 acres and has a shoreline at that <br />level of about 40 miles; The reservoir will extend 12 miles upstream <br />from the dam and will average from 2 to 3 miles in width.
