It will have a 50,000 acre-foot capac- <br />ity for dead and inactive storage; 373,000 acre-feet of conservation <br />capacity; 75,000 acre-feet of joint use capacity; that is, joint use <br />with irrigation and flood control; and more than 1,000,000 additional <br />acre-feet of capacity for flood control. This capacity is shown on <br />the area capacity data sheet also attached to the statement in front <br />of you. It is shown graphically so that it can easily be seen what <br />the different elevations of the reservoir will be designed for. <br /> <br />Narrows is designed to provide an average annual supply of water for <br />irrigation and municipal and industrial use of approximately 120,000 <br />acre-feet. The reservoir is designed for a three-year holdover <br />period. That is why the capacity is around 450,000 acre-feet and <br />it is estimated that the average yield will be 120,000 acre-feet. <br />More than 20,000 acre-feet of additional water will accrue to the <br />river annually from return flows as the result of using these 120,000 <br />acre-feet. Existing storage rights in the Jackson Lake reservoir, <br />which serves the Fort Morgan canal and several other ditches in the <br />area below the dam, will be transferred to Narrows. This will <br />permit the Jackson Lake reservoir to be used exclusively for recrea- <br />tion and fish and wildlife purposes. <br /> <br />The fact is that Narrows stores water that otherwise would pass unused <br />into Nebraska. This water can be effectively stored only by an on- <br />channel facility. We have no interstate compact restrictions on the <br />storage of this water in the Narrows reservoir. <br /> <br />A conditional decree for 718,000 acre-feet is held jointly by the <br />Lower South Platte District and the Central Colorado Water Conser- <br />vancy District. <br /> <br />From April I, 1969 to April I, 1970, storable flows at Narrows totaled <br />780,000 acre-feet. In the years from 1965 through 1971 average annual <br />storable flows at the Narrows site exceeded 400,000 ~cre-feet. In <br />February of this year alone, 70,000 acre-feet passed into Nebraska. <br />Most of ,this could have been stored in Narrows reservoir if it had <br />been in place. <br /> <br />The Narrows project will provide flood control, irrigation, municipal <br />and industrial use.
