I

I

think it might be appropriate to say a couple of words about prior-
ities. We have a situation where our national administration is
telling us that the $600.000.000 price tag on the nine Colorado proj-
ects is something that this nation cannot afford. But in the next
breath. the same administration tells us that we might want to con-
sider providing three times this amount to a foreign enemy that opposes
everything that this country stands for. It leaves us wondering if
somebody in Washington. D. C. might have his priorities mixed up.

The Fruitland board appreciates this opportunity to present the infor-
mation to you gentlemen. If there are any questions from any member
of the board. we will try to supply answers. Thank you very kindly.
Mr. Chairman. and could we distribute these portfolios? Larry. would
you help me please.

Mr. Stapleton: Thank you.

Mr. Berthelson: Jerry. did you read Mr. Sparks' memorandum in which
he made certain recommendations on funding on the different projects?

Mr. Goldsmith: We read a lot of stuff real hurriedly this
Si. when we got into the room and picked this material up.
be glad to be refreshed on anything that you have there.

morning.
I will

Mr. Berthelson: It should be evident to everybody regardless of
the numerical priority. the funding schedule as against planning
so forth. Construction is really what we are all interested in.
recommended in this memorandum $500.000 in fiscal year 1974.
$6.075.000 in F.Y. 1975. and $14.700.000 in F.Y. 1976. Would this
a satisfactory funding schedule for the Fruitland Mesa project in
your thinking?

what
and
He

be

Mr. Goldsmith: Well. I hope you accept this in the spirit that I
answer this question. Si. We know very little so far about what you
fellows are doing in this tough job that you do have. We don't
want to be argumentative. but we would like to submit this question.
What other project is there in the state of Colorado that has done
so nearly everthing physically and humanly possible as could be done?
As I understand it. the construction funds are sitting there in
budgetary reserve. It is just going to be awful hard to' live with
this thing back there in our country if we have to go back and tell
them. "You are sitting about number four on some kind of a list over
there."

-42-
