SECTION 7.

Managed groundwater re-reguIation

6 demonstration project - appropriation. (1) The Colorado water
7 conservation board is hereby authorized to participate in a demonstration
8 project to assess the possibility of a public/private partnership for
9 groundwater recharge management on the lower South Platte river. The
10 purposes of the project are to create a perpetual state interest in water
II projects that will facilitate water rights administration along the South
12 Platte river, and benefit the state in meeting its needs for species of
13 concern and its commitments for threatened and endangered species in the
14 Platte river basin. The scope of work for the project shall be developed

by the South Platte Lower River Group composed of water users,

16 governmental agencies, and local citizen groups interestedin the South
17 Platte Basin, in consultation with the Colorado water conservation board.

(2) In addition to any other appropriation, there is hereby

19 appropriated, out of any moneys in the Colorado water conservation board
20 construction fund not otherwise appropriated, to the Colorado water
21 conservation board for allocation to the South Platte Lower River Group,
22 the sum of one hundred fifty thousand dollars ($150,000), or so much
23 thereof as may be necessary, for developing a managed groundwater
24 recharge demonstration project on the lower South Platte river.
25 (3) The moneys appropriated in subsection (2) of this section shall
26 remain available for the designated purposes until the project is
