<br />. <br /> <br />. <br /> <br />. <br /> <br />Drought and Watershed Funding Update: Conservation and Drought Plarming Section Chief Brad <br />Lundahl has prepared a 2002 drought overview memo that he will distribute at your meeting, The <br />memo looks cumulatively at water supply, emergency activities and other activities that have <br />occurred since April 2002. <br /> <br />Drought Conference: On Dec. 4 we are cosponsoring a Drought Conference with CSU in Fort <br />Collins, The theme of the conference is "Managing Water Supply and Demand in the Time of <br />Drought." The purpose ofthe ~onference is to examine efforts in 2002 to match water supply with <br />water demand; examine the science underpinning drought management; and, review the options <br />citizens and water managers have to match available water supply with demand in 2003. <br /> <br />The Drought Conference is a follow-up on the Governor's Flood and Drought Conference of 1999 <br />and the Fort Collins Flood Conference of 1997, Key topics are: <br /> <br />. Drought: A Recurring Atmospheric and Hydrological Event <br />. Lessons Learned while Managing Water in Colorado during the 2002 Drought <br />. Drought Mitigation Successes and Failures in 2002 - Plans for 2003 <br />. Options for Short and Long-term Drought Preparedness <br /> <br />Other sponsors include: CSU Drought Lab, CSU Western Center for Integrated Resource <br />Management, Colorado Water Congress, DWR, U.S, Geological Survey (USGS). The web site is: <br />htip :// cwrri .co lostate, edu/pubs/n ewsletter/2002/0ct2002. odf <br /> <br />Instream Flow Decision Support System (ISFDSS) Remains On Schedule: Ross Bethel, the <br />CWCB's consultant on the ISFDSS project, and the CWCB staff are finalizing the prototype ISFDSS <br />and the "Scope of Work for Development of an Instream Flow Component of the CDSS". The initial <br />prototype of the ISFDSS was demonstrated to the CWCB at its July 2002 meeting. <br /> <br />FEMA Map Modernization: The Flood Protection Section and its consultants, Moser Engineering <br />and PBS&J, completed the Colorado Map Modernization Implementation Plan (MMIP) and <br />submitted it to FEMA. The plan describes mapping priorities for all 332 Colorado counties, cities <br />and towns. <br /> <br />The Plan was prepared because President Bush proposes spending $350 rnillion armually on <br />floodplain maps. To date, the U.S. House of Representatives has approved $200 million, while the <br />Senate has approved $300 million. Our current expectation is that funds will be available for map <br />preparation after January 2003. <br /> <br />Meanwhile, we are already coordinating with the highest ranked counties and the Urban Drainage & <br />Flood Control District about upcoming mapping efforts. <br /> <br />Watershed Protection Fund: In the 2002 legislative session, the General Assembly created the <br />Colorado Watershed Protection Fund, a tax check off program. The stated purpose of the program is <br />to, "assist in the restoration and the protection of lands and natural resources within watersheds of <br />the state", by providing grants "for local watershed efforts". <br /> <br />As you know, the funds will be administered by the CWCB, but the CWCB and the Colorado <br />Department of Public Health and Environment (CDPHE) will administer the program, in cooperation <br />with the Colorado Watershed Assembly. <br /> <br />4 <br />
