The amendment to the rule takes effect <br />immediately and remains in effect until the special rule expires on May 22, 2004. . <br /> <br />The special rule temporarily exempts the following activities: <br /> <br />. Rodent control within 10 feet of, or inside, any structure, <br />. Ongoing agricultural activities are exempted provided there is no increase of impacts or <br />further encroachment upon Preble's habitat. <br />. Maintenance and replacement of existing landscaping and related structures and <br />improvements. <br />., . Existing uses of water associated with the exercise of perfected water rights, Augmentati.n. <br />plans, replacement plans, and exchanges of water that have been recognized by decree 0: <br />. '. certificate of appropriation will be exempt from take prohibitions. The report includes information collected on about one-third ofthe <br />Nation's waters The report indicates that 53% of assessed river segments had good water quality, 8% <br />,"." were marginal, and roughly 39% remained polluted. Approximately 47% oflakes were reported "IS <br />having good water quality, 8% were marginal, and 45% were polluted. <br /> <br />The major pollutant contributions to impaired lakes and rivers are nutrients, metals and <br />sedimentation, caused primarily by agricultural activities, hydrologic modifications, and urban . <br />runoff. . <br /> <br />The report indicates wetland loss has continued to slow over the last 40 years, with an estimated loss <br />of 58,500 acres per year. The leading reasons for wetland loss are filling and draining, as well as <br />conversion for agricultural and other purposes, With respect to ground water the report states, <br />"Overall, the states found that ground water quality is good and can support many different uses. <br />However, measurable negative impacts have been detected in some areas and are commonly traced <br />back to sources such as leaking underground storage tanks, septic systems, and landfills." <br /> <br />Visit www.cpa.gov/305b/2000reoort for the text of the 2000 report. <br /> <br />Statewide Issues <br /> <br />DNR Releases Water Storage and Dam Repair Figures: On Sept. 19 DNR Executive Director <br />Greg Walcher released CWCB figures showing that the state has made strides in dam repair and <br />water storage in the last four years. "Over the last four years - since Governor Owens took office- <br />we have helped repair, rehabilitate and enlarge over 116,452 acre feet (af) of storage in a number of <br />reservoirs, including Jackson Lake and Elder Reservoir, just to name two," said Walcher. A copy of <br />the news release is attached, <br /> <br />Colorado 58: Attached are news releases from Club 20 and "Colorado 58" armouncing the <br />development of a set of statewide "Water Principles." CLUB 20 spearheaded this effort with <br />ACTION 22 (representing the 22 counties in southeastern Colorado) and PROGRESSIVE 15 <br />(representing the 15 counties in northeastern Colorado). <br /> <br />Expiring Terms: The terms of three Board members expire in February 2003: Bob Burr, Keith . <br />Catlin and Eric Wilkenson.
