In October inforn1ation describing the program was prepared for the Department of Revenue to meet .
their printing deadlines for the 2002 state tax forms.

Simultaneously, two CWCB representatives (Carolyn McIntosh and Rod Kuharich), two
representatives of CDPHE, CWCB staff, CDPHE staff, and representatives of the Colorado
Watershed Assembly began preparing a Grant Program Guidance document that is attached, We are
scheduled to ask you to approve this document in March 2003.

We will also prepare an application form that will be available March 1, 2003, Applications for
funding will be due April 30, 2003, Funds will be available July I, 2003 and, based on the level of
funding wailable, applications will be approved July 31,2003, Grants will be awarded September
30, 200,

Post-Wihifire Activities: The Flood Protection staff continues to be involved with post-wildfire
activities to respond to hazards created by the wildfires and subsequent flood activities, Below are
updates on key activities:

. Technical team member ofFEMA's "Post-Wildfire Hazard Interagency Group," The USGS
is under contract to produce floodplain mapping and debris flow mapping for areas within or
adjacent to burned watersheds. This work also involves the creation of hydrologic models to
predict peak flows from watersheds affected by wildfires, Hydraulic models will also be
developed in order to compute flood profiles and other flood data for streams.

. Many lessons were learned from the 1996 Buffalo Creek fire and flood events, and these
lessons are being applied to help with the development of new technical data for local
planners, emergency managers, and building officials, as well as for domestic water suppliers .
and other users of the afIected streams. The attached graphic provides a reminder of impacts
that can result from burned watersheds.

~lJ!!;~~7[ifif;;~~~'t~~~~~~~~~
i~ 1r::;':~Ji. Larry Lang of the CWCB Flood Protection staff is chairing the flood and debris flow
subcommittee of the Multi-agency Restoration and Rehabilitation Team (MRRT), led by
DNR Assistant Director Kent Holsinger. The subcommittee has been attending all meetings of
the MRRT to provide status updates and information related to technical activities for post-
wildfire hazard identification, documentation, mitigation, and planning, The Colorado .
Geological Survey has also been an active participant with this subcommittee.

5
