Colorado Water Conservation Board <br /> <br />. <br /> <br />CWCB will also contact the Urban Drainage & Flood Control District to discuss the project and receive technical <br />input The Applicant has provided a vicinity map, which outlines the general project alignment, and a pipeline <br />alignment map within the CWCB ROW, <br /> <br />Staff Concerns and Issues with this Request <br />On October 28, 2004, staff met with Roxborough Park Metropolitan District to review their proposal. Their <br />requested alignment will parallel the Chatfield Improvement Channel Project, cross a number of existing CWCB <br />easements, impact the South Suburban Parks and Recreation District (District) trail system, and impact a number of <br />South Suburban Parks facilities, This is an unusually BIG request with a number of important staff concerns <br />and issues! <br /> <br />The staff concerns/issues are: <br />L Does the Board want to tie-up a large portion of the CWCB ROW for one project? <br />2, Reclamation and mitigation measures during construction activities must be fully addressed. <br />3, The District must approve the project plan before any CWCB action is taken, <br />4, Project bonding and long-term project warranty and liability responsibilities must be addressed, <br />5_ The Applicant must provide the CWeB with an easement fee value under Method I - Market Value <br />Method, Note: It is recommended that the applicant review the existing fee values from other utility <br />companies/agencies/districts, <br />6, Before an easement agreement can be executed, Roxborough Park Metropolitan District must obtain project . <br />approval from the other interested govemmental entities, <br />7, Before official CWCB action is taken on this request, staff must receive a complete application including a <br />fully controlled GPS layout map for the project <br />8, The project layout map must have XYZ values (horizontal and vertical data) to determine the area and <br />depth references to existing project features, <br />9. The applicant must provide a construction management safety program for all activities within CWCB <br />ROW areas, <br /> <br />Use for the Requested Easement <br />The uses for the CWCB land are for the construction of a major wastewater pipeline that would serve a large service <br />area. Staff will not be able to determine the specific impacts from this easement request, and will not be able to <br />evaluate how the proposed project would work with existing uses/easement agreements, until more detailed project <br />information is provided by the Applicant However, staff believes that a feasible solution may exist that would allow <br />for cooperation with the Applicant and that would allow the Board to seriously consider the request <br /> <br />Staff Request <br />Staff requests Board feedback related to this agenda item and is seeking an expression of general support <br />or opposition to the Applicant's conceptual proposal. The Board may want to recommend that the <br />Roxborough Park Metropolitan District proceed with their feasibilities studies and then submit an official <br />easement application for future Board consideration, <br /> <br />. <br /> <br />Flood Protection.
