Wastewater Pipeline

Dear Mr, Lang:

Please fmd attached a Colorado Water Conservation Board (CWCB) Easement Request Application for CWCB
Right-of-Way along the South Platte River, Chatfield Downstream Channel Improvement Project. This request is
to accommodate construction of a proposed pipeline for transmission of wastewater from Roxborough Park
Metropolitan District (RPMD) to the Littleton Englewood Wastewater Treatment Plant (WWTP), As part of the
proposed project, RPMD will provide wastewater service to Lockheed Martin Space Systems (LMSS), which will
permit closure of both the RPMD and LMSS wastewater treatment facilities, Currently, both treatment plants.
discharge into the South Platte River upstream of Chatfield Reservoir, The proposed WWTP regionalization
project will result in a reduction in the discharge of phosphorus and other nutrients to Chatfield Reservoir which
will provide water quality benefits to the reservoir and South Platte River downstream of the reservoir_

The proposed pipeline will connect to an existing City of Littleton wastewater pipeline at the intersection of Santa
Fe Drive and Belleview A venue, extend upstream on the east side of the South Platte River and cross the river
midway between Belleview Avenue and Prince Street, then generally parallel the west side of the South Platte
River past the southerly limits of CWCB property, The overall length of the requested easement(s) is just over
two miles (11,000 feet), Construction is tentatively scheduled for completion by December 2006,

There are a number of governmental entities and agencies that are currently involved with this project, These
include Chatfield Watershed Authority, City of Littleton, South Suburban Parks and Recreation District, Colorado
Department of Public Health and Environment, US AnnyCorps of Engineers, Denver Water, Colorado
Department of Transportation, Centennial Water and Sanitation District, Denver Regional Council of
Governments, and Colorado.Water Conservation Board.

Also attached is a vicinity map showing the overall scope of the project from the RPMD WWTP to the City of
Littleton connection point, and a more detailed project map delineating CWCB property and 'the proposed
pipeline alignment along the South Platte River between Belleview Avenue and Mineral Avenue,

RPMD is requesting consideration of this easement request application by the Board of Directors at the November
16 through 17, 2004 Board Meeting with a consensus of support for the project. With such indication of support,
RPMD will formally defme and describe all easements and submit a fmal application for review and approval at
the January 2005 CWCB Board Meeting,
