The community is generally pleased with the subject floodplain information, but may want to <br />propose minor modifications in the future if the need should arise, <br />Staff findings: CWCB staffhas determined that the subject 1 DO-year detailed floodplain information for <br />the White River and for Sulphur Creek is in conformance with the CWCB's rules and regulations for <br />floodplain designation and approvaL CWCB staff has also determined that the subject lOO-year <br />approximate floodplain information for Curtis Creek is in conformance with the CWCB's rules and <br />regulations for floodplain designation and approvaL CWCB staff has determined that the subject 100- <br />year flood hydrology for the Sanderson Heights drainageway is in conformance with the CWCB's rules <br />and regulations for floodplain designation and approvaL The CWCB staff has reviewed the subject <br />floodplain information, but has relied on the technical competence of Love & Associates to complete the <br />study, Town officials have reviewed and endorsed the subject floodplain information, Staff endorses this <br />study as containing the most current floodplain mapping available and urges the Town to utilize the study <br />for land use decision-making purposes. <br />Staff recommendation: Staff recommends that the Board: l) designate and approve the lOO-year detailed <br />and approximate floodplain information contained in said report for the Town of Meeker, and 2) <br />authorize staff to prepare a floodplain resolution to be signed by the Director and transmitted to the Town <br />and to FEMA. This action is recommended in order to meet statutory requirements, <br /> <br />2) Consent Ae:enda Item 2.b <br />Floodplain resolution number: FPR 05-583 <br />Mfected communities: Town of Saguache <br />Name of study to be formally acted on: "Floodplain Information Report, Town of Saguache, Colorado" <br />dated December 2004. <br />Studied streams: Saguache Creek, Findley Gulch, and Unnamed Tributary <br />Technical Issues: This Floodplain Information Report was authorized by the CWCB by contracting with <br />Love & Associates to complete a supplementary technical report to compliment the existing FEMA Flood <br />Insurance Study for the Town. Flooding from Saguache Creek would mostly impact the Town in a 500- <br />year flood situation, with minimal impacts from the 100-year event along the very southern portions of <br />the community. Flooding from the north as a result of a 1 DO-year flood event from Findley Gulch and the <br />Unnamed Tributary is shown to impact the Town within the northern portions of the community, In <br />general, flooding conditions are expected to be fairly shallow and widespread in nature as a result of <br />ponding conditions behind roadway embankments, The final report will be delivered to the Town and <br />discussed in detail to address any concerns and answer any questions that the local officials may have. <br />Community response: . A letter dated July 6, 2004 was transmitted from the Town of Saguache to the <br />CWCB formally requesting Board designation and approval of the subject floodplain information, In <br />addition, engineers from Love & Associates contacted the Town to discuss the designation process and <br />performed a field visit to obtain surveys and other data in support of the study. <br />Staff findings: CWCB staff has determined that the subject 100-year approximate floodplain <br />information for the studied streams is in conformance with the CWCB's rules and regulations for <br />floodplain designation and approvaL The CWCB staffhas relied on Love & Associates, under contract to <br />the CWCB, to complete the teehnical review and analyses for the study. The CWCB therefore endorses <br />this study as containing the most current floodplain mapping available and urges the Town to utilize said <br />study for land use decision-making purposes. <br />Staff recommendation: Staff recommends that the Board: 1) designate and approve the approximate <br />100-year floodplain information contained in said report for the Town of Saguache, and 2) authorize staff <br />to prepare a floodplain resolution to be signed by the Director and transmitted to the Town and to FEMA. <br />This action is recommended in order to meet statutory requirements. <br /> <br />Flood Protection.
