<br />profiles. CWCB staff performs technical reviews on the following types of reports and maps for <br />approval and designation by the Board: <br /> <br />. <br /> <br />. "Flood Insurance Study" (FIS), which is produced by the Federal Emergency Management Agency <br />(FEMA) and used for floodplain management, regulation, and insurance purposes, <br />. "Flood Insurance Rate Map" (FlRM), which is produced by FEMA and used for floodplain <br />management, regulation, and insurance purposes. A FIRM may be published with or without an <br />associated hydrologic and hydraulic report, <br />. "Flood Hazard Boundary Map" (FHBM), which was produced by the Federal Insurance <br />Administration and are used for floodplain management, regulation, and insurance purposes. An <br />FHBM usually depicts approximate floodplain boundaries only, and does not have an <br />accompanying report. Note: For all FHBM designations, the CWCB staffwill perform (in-house or <br />by contract with a consultant) hydrologic analyses, <br />. "Floodplain Information Report", which is produced by local govemments, state and federal <br />agencies, special districts, or the private sector, and are used for floodplain management purposes <br />and sometimes adopted by FEMA for use in Flood Insurance Rate Map revisions. <br />. Various hydrology studies and related floodplain studies (community-wide or site specific) that <br />depict 100-year floodplain information that is useful for floodplain management purposes, <br />. "Floodplain Information" is a generic term used to describe any of the above types of reports and/or <br />maps in the CWCB's "rules and regulations..." <br />. "Floodplain Resolution" is a formal docUment prepared by CWCB staff describing the Floodplain <br />Information that is to be designated and approved by the Board, <br /> <br />1) Consent Al!:enda Item 2.a <br />Floodplain resolution number: FPR 05-582 <br />Affected communities: Town of Meeker <br />Name of study to be formally acted on: "Floodplain Information Report, Town of Meeker, Colorado" <br />dated December 2004, <br />Studied streams: White River, Sulphur Creek, Curtis Creek, and Sanderson Heights drainageway <br />Technical Issues: This Floodplain Information Report was authorized by the CWCB by contracting with <br />Love & Associates to complete a supplementary technical report to compliment the existing FEMA Flood <br />Insurance Study for the Town. Several studies have been previously published for the White River and for <br />Sulphur Creek, including a 1992 detailed floodplain report for lower Sulphur Creek. Approximate <br />floodplain information was printed by FEMA for a small reach of Curtis Creek within the extreme eastern <br />portion of the community, Additionally, a land developer contracted with a consulting firm to produce <br />preliminary flood hazard information for a subdivision known as Sanderson Heights (located within the <br />northern portion of the community). There is no regulatoIY floodplain information for Sanderson Heights, <br />but the subject Floodplain Information Report for Meeker now provides reasonable 100-year flood <br />hydrology that could be utilized in the future as the basis for a detailed floodplain study involving the <br />Sanderson Heights drainageway. The final report will be delivered to the Town and discussed in detail to <br />address any concerns and answer any questions that the local officials may have. <br />Community response: The Town of Meeker transmitted a letter to the CWCB dated July 9, 2004 <br />requesting CWCB review along with designation and approval of the subject floodplain information. The <br />Town has been both interested and proactive with floodplain issues affecting their community, and was <br />eager to work with the CWCB, and its engineering consultant, for the completion of the subject report. <br />Staff also met with Town officials to review the designation process and to gain additional flood hazard <br /> <br />. <br /> <br />. <br /> <br />Flood Protection.
