.

Water Planning Relationship: Interstate compact agreements and programs to assure endangered
species act compliance have a definitive effect on water resource planning and development. This
study will help water providers develop the necessary tools to allow them to comply with water planning
goals.

t.

Recommendation: Staff gives a low recommendation to the funding of this project because of the
limited funds available.

Water Conservation Planning Program

1. Water Supply Assessment Follow-Up

Beneficiary/Grantee/Contractor:
Amount of Request:

CWCB, Various
$100,000

Rauking: High

Product Produced: This project would continue the follow-up activities to the Drought and Water
Supply Assessment (DWSA) completed in January 2004. The findings and recommendations of the
DWSA concluded that an effective assessment of the impacts of drought on Colorado water users and
the evaluation of the needs of Colorado water users is best performed through periodic surveys of those
Colorado water users that participated in the original project. This assessment should be performed
relative to: water supply, drought and water conservation planning; drought mitigation; and the
Statewide Water Supply Initiative (SWSI). Henceforth, the follow-up activities would include:

--

. The development and administration of an assessment tool;
. The collection and evaluation of survey data; and
. The preparation and distribution of the reports in a user-friendly format.

In keeping with the Board's position on SWSI, this project would also provide an opportunity to begin
to implement portions of SWSI relative to gathering data and tracking those water entities that choose to
use water conservation in whole or in part to achieve their 2030 water goals.

Water Planning Relationship: Drought planning and water assessment continues to be an
important aspect of water resources management.

Recommendation: Staff gives a high recommendation to the funding of this project because of its
impact on water conservation and drought planning as well as its contribution to attaining the goals of
SWSI.

2. Water Education Projects

Beneficiary/Grantee/Contractor: CWCB, Various
Amount of Request: $75,000

Ranking: High

Product Produced: The CWCB has an aggressive water education initiative, which includes financial
support of the Colorado Foundation for Water Education. The CWCB continues to seek out
opportunities to develop and provide water education statewide. The following are examples of the
types of projects to be funded with the requested funds:

--

. Pamphlets and brochures.
. Conferences and workshops to address important water matters around the state.

13

-
