State Fair activities. <br /> <br />e <br /> <br />Water Planning Relationship: The funds and associated projects will improve public <br />understanding of the value of water as a scarce natural resource. This will help local and regional water <br />planning efforts where public understanding and input is important. <br /> <br />Recommendation: Staff gives a high recommendation to the funding of this project because of its <br />impact to educate the public to understand the scarcity and value of our water commodity. <br /> <br />3. Water Conservation and Dronght Mitigation Planning Grants <br /> <br />Beneficiary/Grantee/Contractor: CWCB, Various <br />Amount of Request: $75,000 <br /> <br />Ranking: High <br /> <br />Product Produced: In 2004, under HB 04-1365, the Water Conservation Act was amended to <br />authorize the Colorado Water Conservation Board (CWCB) to expend the necessary revenues from the <br />unobligated balance of the five percent share of the operational account of the severance tax trust fund <br />for the purpose of the Office of Water Conservation & Drought Planning (OWe) to provide assistance <br />to covered entities to develop water conservation plans and drought mitigation plans. <br /> <br />Staffis requesting $75,000, in order for the OWC to continue providing financial assistance to covered <br />entities and other state and local govemmental entities under the Water Conservation Planning Grant <br />Program. Staff has increased the number of opportunities for entities to submit grant applications <br />throughout the year, thereby maximizing the benefits to entities from the grant program and increasing a <br />the number of local entities with CWCB approved water conservation plans. Since the hiring of a new .. <br />Section Chief for the OWC, staff plans to aggressively promote the grant program around the state <br />through workshops and other public outreach venues. These actions should encourage more entities to <br />submit grant applications for financial assistance in their efforts to plan effectively for water <br />conservation and drought mitigation. <br /> <br />Water Planning Relationship: The implementation of HB 04-1365 will contribute to help meet <br />the state's water demands by the year 2030. Funds will continJe to be needed to support local water <br />conservation planning efforts that comply with this new state law. Water conservation methods and <br />planning are an integral part of water planning. Providing funds to educate and demonstrate to the water <br />users a method that can increase the conservation of water is vital to the overall goals of this Board. <br /> <br />Recommendation: Staff gives a high recommendation to the funding of this project because of its <br />impact to educate the public regarding conservation methods of water - a scarce natural resource. <br /> <br />4. Tillage Farming <br /> <br />Beneficiary/Grantee/Contractor: Yuma-Washington Well Testing Association, Local Water Users <br />Amount of Request: $50,000 Ranking: Low <br /> <br />Product Produced: This study under the Yuma-Washington Well's Irrigation Water Management <br />Program will compare water usage for strip till farming to conventional till fanning. By installing A <br />gypsum blocks in the soil, crop rooting zones are monitored to determine the amount of irrigation water .. <br />needed. This study is focused on comparing which convention works best and will save the most water <br />and energy resources. <br /> <br />14 <br />
