<br />. <br /> <br />Amount of Request: <br /> <br />$50,000 <br /> <br />Ranking: <br /> <br />High <br /> <br />Products Produced: This study will evaluate and quantify future water needs for the lower San Miguel <br />communities, and determine whether the UMETCO water rights could be used to meet those identified A <br />needs. To demonstrate the technical and legal feasibility of using those water rights to irrigate a local . <br />park and ball fields, a temporary pipeline will be constructed. <br /> <br />Water Planning Relationship: This project will assist the local communities with water planning <br />efforts by determining whether the UMETCO water rights can be used to meet anticipated water needs, <br />and by completing a demonstration project. <br /> <br />Recommendation: Staff gives a high recommendation to this project because it will benefit the <br />residents in an economically depressed area of the state that has been heavily impacted for many years <br />by the UMETCO mine. In addition, this study will facilitate implementation of the CERCLA <br />settlement. <br /> <br />4. Recreational In-Channel Diversion Support <br /> <br />Beneficiary/Grantee/Contractor: CWCB, Various <br />Amount of Request: $60,000 <br /> <br />Ranking: <br /> <br />High <br /> <br />Products Produced: The CWCB adopted a policy to ensure that local governments applying for <br />Recreational In-channel Diversion (RICO) water rights meet certain technical criteria. This program <br />will ensure that communities applying for RICO's comply with the Board's policy. This may be done in <br />two manners. First, in instances where communities have not complied with the CWCB's policy, the <br />CWCB may use the funds to get the engineering and technical support needed to assure compliance with A <br />this policy. Second, if there are instances where a community is willing to abide by the Board's policy, . <br />these funds could be made available to these communities to assist them with engineering and technical <br />support needed to comply with the Board's policy. <br /> <br />Water Planning Relationship: Recreational In-channel Diversion water rights affect water <br />planning in many important ways. The CWCB's policy on these rights demonstrates a need to ensure <br />compliance by local communities and to help protect Colorado's compact entitlements. <br /> <br />Recommendation: Staff gives a high recommendation to this project because the fund will help to <br />enhance compliance with CWCB policy and provide financial support to those communities willing to <br />implement it. <br /> <br />5. Lower South Platte River Program Feasibility Study <br /> <br />Beneficiary/Grantee/Contractor: CWCB, Various <br />Amount of Request: $80,000 <br /> <br />Ranking: <br /> <br />Low <br /> <br />Products Produced: Colorado, Nebraska, Wyoming, and the Federal Government are expected to <br />finalize a three-state agreement involving the Lower South Platte River in the vicinity of the Tamarack <br />Wildlife Area that will set the water usage and financial obligations of the three states. Although most <br />of the water will be provided by the Tamarack area, other sources of water will be required under this <br />agreement. This feasibility study will compare two or three of the options to supply the required water, . <br />as well as evaluating them from a cost-benefit perspective. <br /> <br />12 <br />
