<br />78 <br /> <br />78 <br /> <br />Item 7 on the agenda, "Report on status <br />River Storage Project," was, taken up ,next. <br /> <br />Director Stone stated that there was no material change in the <br />status of the report on the Colorado River Storage' Project and that <br />such report as yet had not been released by the Secretary of the <br />Interior to the Bureau of the Budget. <br /> <br />of report on Colorado <br /> <br />Vice-Chairman Bailey then asked Director Stone to report on Item <br />8 on the Agenda, "Activities of Upper Colorado River Commission and <br />Arkansas River Compact Administration." <br /> <br />I <br /> <br />The Director stated that the Arkansas 'River Compact Administration <br />had found it necessary, under the Compact, to give notice that the <br />reservoir would be empty and at sucli time the State Engineer would <br />take over administration of the River as though John Martin Dam and <br />Reservoir did not exist. He said that the date was midnight June 11. <br />The Director explained that after certain meetings were held'in the <br />Arkansas Valley, an agreement was reached by the water right OI'ffiers <br />that 1200 acre-feet of water could be stored in John Martin Dam to <br />maintain fish life. Shortly after that was accomplished and shortly <br />after the Arkansas River Compact Administration stepped out of the <br />picture, he explained, certain questions were raised as to the authority <br />of the operation of the gates of John Martin Reservoir and who should <br />give orders'as to the regulation of the gates. The Director said the <br />entire matter had been referred to -t;he Operations Committee, consisting <br />of Mr. Leavitt, Mr. Mendenhall and General Kramer, and that such <br />'Commi ttee had a meeting scheduled for August 19 to consider the rratter. <br /> <br />The 'meeting recessed at 12:05 p.m. to reconvene at 1:30 p.m. <br /> <br />Afternoon Session <br />August 8, 1952 <br /> <br />The meeting was called to order at 1:45 p.m. by Vice-Chairman <br />George J. Bailey, <br /> <br />. , <br />The Vice-Chairman asked Director Stone to report on Item 9(a) on <br />the agenda; "Ccillbran and Paonia Projects." <br /> <br />The Director stated that the Collbran Project was authorized during the <br />closing weeks of the present Congress; called attention to the fact <br />that Colorado was the only State of the seventeen Western States to get <br />a new authorization in the last session of Congress; and referred to <br />the provision in the bill authorizing the Collbran Project regarding I <br />the interest component, and explained that it was the first time this <br />repayment plan was ;Yritten into Federal law. <br /> <br />Referring to the Paonia Project, the Director reported that there <br />was no chance of getting an amended authorization of that project <br />during the present session of Congress. <br />
