Cross and Judge Dan H. Hughes as <br />members of the Board. II <br /> <br />the next <br />respecting <br />retiring <br /> <br />It was moved by Dan B. Hunter and'seconded by George A. <br />Pughe that the Board authorize Clifford H. Stone, Secretary <br />of t he Board, to write a resolution respecting the services <br />of the retiring members of the Board, John A. Cross and Judge <br />Dan H. Hughes. <br /> <br />I <br /> <br />On vote being taken, the motion unanimously carried and <br />was declared adopted. <br /> <br />Item 5 on the agenda, "Statement of Director respecting status <br />of preparation for Board meeting when it will consider its comments <br />on proposed NarrOlVs Project," was the next order of business. <br /> <br />Director Stone called attention to the motion adopted at the <br />last meeting of the Board regarding a three-day meeting of the <br />Board to consider the Narrows matter and eXluained the reasons for <br />delay in scheduling this meeting. Among other things, the Director <br />stated, the question of using within the State of Colorado any <br />water imported from the natural basin and reducing to a minimum <br />the water which would pass over the Colorado State line into another <br />state noil a party to the Colorado River Compact has required <br />considerable attention; also, he said, it was desired that a copy <br />of the opinion of the Solicitor of the Department of Interior, <br />rendered several years ago, respectinc use within a compact state <br />of water imported from another basin, be obtained. Director Stone <br />said he had obtained a copy of this opinion and Jean Breitenstein <br />had written a preliminary draft of such opinion ,vhich he and Mr. <br />Breitenstein wished to discuss. before it is made available for use <br />in consideration of the Board of the Narrows n~tter. <br /> <br />The Board then proceeded to Item 6 on the acenda, "Report on <br />status of North Platte negotiations." <br /> <br />Director Stone reported that the last conference on the North <br />Platte was held Monday, August 4, in Cheyenne, Wyoming. He stated <br />that at t.'1e last meeting in Denver, which proceeded the one held <br />August 4, in Cheyenne, a special co~nittee, consisting of attprneys <br />representing the Bureau of tleclamation, Department of Justice~ I <br />State of Nebraska, State of Wyoming and State of Colorado, was <br />designated to. attempt t he draft of a stipulation for modification <br />of the Supreme Court Lecree. In this stipulation; he said, <br />Colorado wished to preserve the status quo as of October, 1951. <br />The Director stated that this stipulation WqS presented to the entire <br />group at the meeting on August 4; certain changes in the stipulation <br />were desired by various parties in the negotiations; and Colorado <br />and Wyoming would have to agree upon the language which will <br />preserve the status quo as to the Kendrick Project. At the close <br />of the meeting, he said, Wyoming requested th~t if COlorado, under <br />this stipulation, were granted an increase in limitation as to <br />irrigated land and limitation on storage in Colorado, then wyoming <br />
