<br /> <br />The applicant for an RICD should provide an acceptable maintenance plan (with funding <br />. method) for the boating course that includes, at a minimum, the following items: <br />. Documentation that the applicant is the owner, and accepts long-term <br />responsibility for operations and maintenance of the boating course. <br />. Permanent access to maintain the boating course and capability of performing any <br />and all necessary maintenance work to ensure that the boating course is operating <br />at the desired level of service and as intended by the engineering design. <br />. A schedule that identifies the general dates and frequency of inspections by the <br />applicant or the applicant's designee. The CWCB suggests annual inspections just <br />prior to the runoff/boating season, and additional inspections as necessary <br />following flood events. The applicant is responsible for self-inspections and self- <br />reporting to the CWCB. <br /> <br />. <br /> <br />7. Access Criteria <br />The applicant for an RICD must provide adequate access to a proposed recreational site <br />(as required in the Statute). The Board recommends that the following considerations <br />be addressed by applicants: <br />. Dedicated point(s) of access to the boating course for equipment, personnel, and <br />inspectors to perform necessary functions to maintain integrity and operation of <br />the course. These points of access should identify put-in and take-out points. <br />. Pedestrian and vehicular (emergency) access to the boating course. <br />· Continuous pedestrian access (under non-flooding conditions) along at least one <br />side of the boating course. <br /> <br />. <br /> <br />8. Streamflow Gaaina Criteria <br />The applicant for an RICD should provide a mechanism for measuring streamflow within, <br />or adjacent to the reach of interest where an RICD is proposed. The following minimum <br />requirements should be met: <br />· A water right owner or user must follow the requirements as set forth in 37-92- <br />502(5)(a) C.R.S. <br />· The applicant may take advantage of an existing streamflow gage (operated by <br />the U.S. Geological Surveyor the Colorado Division of Water Resources) providing <br />that the gage is located sufficiently proximate to the proposed RICD stream <br />reach. The Colorado Division of Water Resources will make the final <br />determination as to the applicability of an existing gage. <br />· In cases where an appropriate existing gage is not available, the applicant must <br />provide a means, acceptable to the Division Engineer, to reliably and accurately <br />measure the instantaneous streamflow (in cubic feet per second) within or <br />adjacent to, the proposed RICD reach. The gage must be professionally designed <br />and installed using equipment approved by the DWR. Satellite monitoring is not <br /> <br />6 <br />
