<br />In 1980 the Wyoming legislature appropriated monies for a <br />feasibility study and preliminary engineering plans for Stage III <br />of the LSRNMP. This study, entitled "LSRWMP--Feasibili ty Study," <br />was completed in November, 1980. <br /> <br />The 1981 Wyoming Legislature appropriated $5,000,000 to be <br />used by the Com.'I\ission to prepare final plans and specifications <br />for the Stage III project. A preliminary report, "Examination of <br />Alternatives - LSRWMP," was completed in October, 1981. <br /> <br />Features of the Little Snake River Water Management Project <br /> <br />The headwaters of the Little Snake River are located in <br />Wyoming and Colorado (see enclosed location map). The Little <br />Snake River crosses the Wyoming-Colorado stateline numerous times <br />before it joins the Yampa River in western Moffat County. <br /> <br />In the early 1960s, Cheyenne completed a water supply <br />project, which includes collection, storage and transmission <br />facilities to take water from the headwaters of the Little Snake <br />River drainage into the North Platte River drainage. This allows <br />Cheyenne to divert water by exchange from the headwaters of the <br />North Platte River to Cheyenne (whiCh is in the South Platte <br />River drainage). These existing facilities are referred to as <br />Stage I. <br /> <br />Stage II would be an expansion of the existing Stage I <br />facilities. Stage II would include diversion, collection and <br />storage structures to collect additional water in the Little <br />Snake River drainage and to increase storage for and diversions <br />to the Cheyenne system. <br /> <br />Stage III of the LSRWMP would have two components: (1) <br />transbasin diversions from the headwaters of the Little Snake <br />River to the North Platte River Basin for use by communities in <br />the North Platte drainage, and (2) storage reservoirs to develop <br />a water supply for in-basin use in the Little Snake River basin. <br />Three Forks Dam and Reservoir is one of the structures <br />considered. Others reservoirs considered by the Commission are <br />shown on the enclosed map. Depending on the alternatives <br />studied, Stage III would yield between 52,000 AF and 156,000 AF <br />annually, which includes between 30,000 AF and 100,000 AF of <br />out-of-basin transfers. <br /> <br />The location of the existing and proposed facilities is <br />shown on the attached map. <br /> <br />Compact Considerations <br /> <br />The consumptive use of the water of the Little Snake River <br />and its tributaries is subject to the provisions of Article XI of <br />the Upper Colorado River Compact.
