<br />compact addresses the matter of facilities located in one signa- <br />tory state for the use and benefit of a different signatory <br />state. Both articles are set forth in their entirety in <br />attachments to this memo. Note especially Article IX (b) and (c) <br />and Article XI (b) through (f). <br /> <br />Present Status <br /> <br />Stage II of the Cheyenne system, with an estimated cost of <br />$100 million, was to have received $40 million from the state <br />contingent upon the voters of Cheyenne approving a $60 million <br />bond issue for the balance of the costs. However, the bond issue <br />was rejected in September, 1981. It is not clear at this time <br />whether or how the state and Cheyenne intend to proceed. <br /> <br />In the interim, of course, the Commission has filed for <br />storage rights on the Three Forks Reservoir. Statements of <br />Opposition have been filed by this Board, the State Engineer, and <br />the Colorado River Water Conservation District. Entries of <br />Appearance have been filed by Colorado-Ute and this Board. <br /> <br />Brief conversations concerning the project have occurred <br />from time to time between Wyomina officials and Jeri Danielson, <br />Dennis Montaomery, or me.
