<br />4.3.3 <br /> <br />(1) The danger that materials may be swept onto <br />other lands to the injury of others; <br /> <br />(2) The danger of life and property due to <br />flooding or erosion damage; <br /> <br />(3) The susceptibility of the proposed facility <br />and its contents to flood damage and the <br />effect of such damage on the individual <br />owner; <br /> <br />(4) The importance of the proposed development <br />to the community; <br /> <br />(5) The availability of the proposed development <br />with existing and anticipated development; <br /> <br />(6) The compatibility of the proposed <br />development with existing and anticipated <br />development; <br /> <br />(7) The relationship of the proposed development <br />to the comprehensive plan and any applicable <br />floodplain management program; <br /> <br />(8) The expected height, velocity, duration, <br />rate of rise, and debris transport <br />capability of the flood waters expected at <br />flood waters expected at the site in times <br />of flood; <br /> <br />(9) The cost of providing essential services' such <br />as maintaining or protecting public utility <br />systems, roads, and bridges during and after <br />floods. <br /> <br />(10) Any other ,relevant evidence submitted by the <br />Administrator, the Colorado Water <br />Conservation Board, the applicant, or other <br />party at interest. <br /> <br />Conditions Governing Granting of Variances <br /> <br />variances affecting Floodway Districts will <br />not be issued if any increase in base flood <br />levels would result during the base flood or <br />if the requirements of Subsection 3.1 of the <br />regulations would be violated. <br /> <br />Variances will only be issued upon a <br />determination that the variance is the ml.nl.mum <br />necessary, considering the flood hazard, to <br />.-- afford relief. <br /> <br />-18- <br />
