<br />(2) The proposed water supply and sanitation <br />systems and the ability of these systems to <br />prevent disease, contamination and unsanitary <br />conditions. <br /> <br />(3) The susceptibility of the proposed facility <br />and its contents to flood damage and the <br />effect of such damage to the individual owner. <br /> <br />(4) The availability of alternative locations not <br />subject to flooding for the proposed use. <br /> <br />(5) The safety of access to the property in times <br />of flood for ordinary and emergency vehicles. <br /> <br />(6) The expected heights, velocity, duration, rate <br />of rise and sediment transport of the flood- <br />waters expected at the site. <br /> <br />4.3 Variances and Appeals <br />4.3.1 Variances <br /> <br />Variances will only be issued upon: <br /> <br />(1) A showing of good and sufficient cause: <br /> <br />(2) A determination that failure to grant the <br />variance would result in exceptional hardship <br />to the applicant, and that the hardship is <br />not of the applicant's own making: <br /> <br />(3) A determination that the granting of a <br />variance will not 'result in increased flood <br />heights, additional threats to public safety, <br />extraordinary public expense, create <br />nuisances, cause fraud or victimization of <br />the public, or conflict with existing local <br />laws or regulations. <br /> <br />(4) A determination that the development proposed <br />would meet the requirements of Section 3 of <br />these regulations. <br /> <br />4.3.2 Factors to be Considered <br /> <br />In passing upon requests for variances from the <br />requirements and standards of this regulation, <br />the Board of Adjustment will consider all <br />technical evaluations, all relevant factors, all <br />standards specified in the regulations, the <br />provisions of 30-28-118, CRS, 1973, as amended, <br />and: <br /> <br />-17- <br />
