<br />regulations have been satisfied and all <br />necessary permits have been obtained from <br />local, state, or federal agencies from which <br />prior approval is required by law. <br /> <br />4.1.1.2 Obtain, review, and reasonably utilize any base <br />flood elevation data available from state, <br />federal, or other sources. <br /> <br />4.1.1.3 Obtain and maintain the actual elevation <br />records of the lowest floor, including the <br />basement, of all new or substantially improved <br />structures, and, if the structure has been <br />floodproofed, the elevation to which the <br />structure was floodproofed. <br /> <br />4.1.1.4 Maintain for public inspection all records <br />pertaining to the provisions of the regulations <br />including records of permits granted and <br />records of all variance actions with <br />justification for their issuance. Variances <br />issued shall be reported on an annual basis to <br />the Federal Emergency Management Agency. <br /> <br />4.1.1.5 Notify adjacent communities and the Colorado <br />Water Conservation Board prior to any <br />alteration or relocation of a watercourse, and <br />submit evidence of such notification to the <br />Federal Emergency Management Agency. <br /> <br />4.1.1.6 Issue a permit if the application is in <br />compliance with sections 3.1.2.2, 3.3.1 and <br />3.3.3.2 of these regulations. <br /> <br />4.1.1.7 Review and transmit to the Permit Authority a <br />completed Floodplain Application. <br /> <br />4.1.1.8 For Special Review Uses in the Floodway <br />District, Flood Fringe District, and Floodprone <br />District, request the Permit Authority to <br />approve or deny a Floodplain Development <br />Permit. <br /> <br />4.1.2 Permit Authority <br /> <br />The (City Council, Board of Trustees, Board of County <br />Commissioners, etc.) will designate a "Permit Authority" <br />to implement the regulations. The duties of the Permit <br />Authority include reviewing and investigating Floodplain <br />Development Permit applications and receiving recomen- <br />dations thereon from the Administrator: determining <br />whether the site for a proposed Special Review Use in <br />the Floodprone District is in a Floodway _.pistrict or <br />Floodfringe District or outside of the base flood plain: <br /> <br />-15- <br />
