<br />3.2.3 Special Review Uses - All uses not enumerated in <br />Subsections 3.2.1 and 3.2.2 of this regulation <br />shall require that a determination be made as to <br />whether the site for the proposed development is <br />located in a Floodway District or Floodfringe <br />District. Such study may be made by (local <br />jurisdiciton), the applicant, or otherwise. Such <br />study shall meet the technical criteria <br />established by the Colorado Water Conservation <br />Board for the review and designation of <br />floodplain delineation studies. Upon receipt and <br />review of the completed study, the Aministrator <br />shall inform the applicant in writing <br />whether the site of the proposed development lies <br />within: <br /> <br />A Floodway District, in which case development <br />shall be governed by the requirements of <br />Subsection 3.1.1. <br />A Floodfringe District, in which case <br />development shall be governed by the <br />requirements of Subsection 3.1.2. <br /> <br />Neither of the Abovel the site of the proposed <br />development does not lie within the base flood <br />floodplain and none of the provisions of these <br />regulations shall have any further <br />applicability. <br /> <br />3.3 Mobile Homes and Mobile Park Development - <br />Development of new mobile home parks, extension of existing <br />mobile home parks, and the use or placement of mobile homes <br />outside of a mobile home park shall be governed by the <br />following: <br /> <br />3.3.1 Existing Mobile Home Parks and Sites - Use of <br />existing mobile home parks or sites within the <br />Floodway District, the Floodfringe District or <br />the Floodprone District may be continued as a <br />non-conforming use provided, however, that any <br />mobile home located within a (Floodway <br />District), (a Floodfringe District) and a <br />(Floodprone District) shall within <br />days from the adoption of this regulation be <br />anchored to resist flotation, collapse or <br />lateral movement in the event of flooding by <br />providing over the top and frame ties to <br />ground anchors. Specific requirements shall <br />be that: <br /> <br />( 1) Over-the-top ties be provided at each of the <br />four corners of the mobile home with two <br /> <br />-12- <br />
