<br />..,...., J <br /> <br />to this Board with respect to the adoption <br />of revised 4671. <br /> <br />I <br /> <br />I do feel that there is a basic weakness <br />in the pending matter before this Board but <br />I am not going to indulge in any expressions <br />on that except to say that my objections, <br />while not minor, they are basic and they are <br />extremely important, they only have to do <br />with Title VI, and they only have to do <br />with section 602. NOW section 602, in my <br />humble opinion, proposes a formula that has <br />great value. As a matter of fact I think, <br />in the tying together of Lake Powell and Lake <br />Mead in the release of water by those reser- <br />voirs, I think what Title VI advances there <br />is a stroke of genius. It would correct some <br />of the awful mistakes that occur in the Colo- <br />rado River compact. It probably advances <br />the only way that the upper Basin can receive <br />the protection that it should under the colo- <br />rado River Compact. As I say. these provi- <br />sions in 602 (l), (2) I and (3) provide for a <br />protection of the storage of water in Lake <br />powell and they perform a tremendous service <br />in this whole matter. It is the only proposal <br />that I've seen in a study covering a great <br />many years since 1923, when I was a member <br />of the Colorado Legislature that ratified the <br />compact, these provisions in 602 are the only <br />steps that I have witnessed in all. these <br />years which would seem to make the Colorado <br />River compact acceptable to the Upper states. <br />Of course, it is accepted already and has <br />been accepted as the law of the land. Never- <br />theless. it does have grievous errors in it <br />and 602 would make it possible to live with <br />that compact. So 602 is extremely important. <br /> <br />1 <br /> <br />The only objection that I have to 602 is <br />that after they work out a formula, a beauti- <br />ful formula, a formula that has tremendous <br />merit, they turn the administration of that <br />formula over to a party whom I think is not <br />competent and to an agency that I think is <br /> <br />- <br />
