I do feel that there is a basic weakness
in the pending matter before this Board but
I am not going to indulge in any expressions
on that except to say that my objections,
while not minor, they are basic and they are
extremely important, they only have to do
with Title VI, and they only have to do
with section 602. NOW section 602, in my
humble opinion, proposes a formula that has
great value. As a matter of fact I think,
in the tying together of Lake Powell and Lake
Mead in the release of water by those reser-
voirs, I think what Title VI advances there
is a stroke of genius. It would correct some
of the awful mistakes that occur in the Colo-
rado River compact. It probably advances
the only way that the upper Basin can receive
the protection that it should under the colo-
rado River Compact. As I say. these provi-
sions in 602 (l), (2) I and (3) provide for a
protection of the storage of water in Lake
powell and they perform a tremendous service
in this whole matter. It is the only proposal
that I've seen in a study covering a great
many years since 1923, when I was a member
of the Colorado Legislature that ratified the
compact, these provisions in 602 are the only
steps that I have witnessed in all. these
years which would seem to make the Colorado
River compact acceptable to the Upper states.
Of course, it is accepted already and has
been accepted as the law of the land. Never-
theless. it does have grievous errors in it
and 602 would make it possible to live with
that compact. So 602 is extremely important.

The only objection that I have to 602 is
that after they work out a formula, a beauti-
ful formula, a formula that has tremendous
merit, they turn the administration of that
formula over to a party whom I think is not
competent and to an agency that I think is
