Members of <br />the Board, and our distinguished visitors, <br />people interested in the development of <br />colorado River water, I have attended the <br />Advisory committee meetings, and have worked <br />with their subcommittee as has been stated <br />here. I made a statement before the Advisory <br />committee yesterday prior to the voting that <br />was done yesterday by that Committee. I told <br />them this, that I was enthusiastic about the <br />revised 4671 legislation, but I had a reserva- <br />tion on one point which was a very basic and <br />fundamental point; that I wanted to make a <br />record of my position on that; ,that I had <br />decided to make a record of my position among <br />the representatives of the State of Colorado <br />who serve in the Congress, our Senators and <br />our Congressmen, and that I would do so <br />immediately. In the interests of the desire <br />on the part of this Board and on the part <br />of the Advisory Committee and on the part of <br />the persons who are interested in the con- <br />servation and use of water in colorado and <br />the desire not to delay action by colorado <br />in this matter, that I would not present any <br />amendment, that I would do eyerything that I <br />could to speed up consideration. <br /> <br />I <br /> <br />There is another point also. As all of <br />you know, Colorado is the only state among <br />the seven states that has taken aggressive <br />steps and position with regard to this whole <br />matter. I didn't want to inject any kind of <br />controversy before this Board that might go <br />out and might be misunderstood by the other <br />six states, or some of the other six states, <br />of the Colorado River Basin program. I <br />didn't want them to say, 'well, Colorado is <br />divided. Colorado has some disputes of their I" <br />own that they are indulging in'. I didn't <br />want that to happen and I don't want that to <br />happen. I want action to go forward under <br />the leadership of the State of Colorado and <br />because of my interest in that, I am not <br />presenting any amendments or any proposals <br />
