:,.;1//:$ GOVERNOR JOHNSON: "Thank you, Mr. Chairman. Members of the Board, and our distinguished visitors, people interested in the development of colorado River water, I have attended the Advisory committee meetings, and have worked with their subcommittee as has been stated here. I made a statement before the Advisory committee yesterday prior to the voting that was done yesterday by that Committee. I told them this, that I was enthusiastic about the revised 4671 legislation, but I had a reserva- tion on one point which was a very basic and fundamental point; that I wanted to make a record of my position on that; ,that I had decided to make a record of my position among the representatives of the State of Colorado who serve in the Congress, our Senators and our Congressmen, and that I would do so immediately. In the interests of the desire on the part of this Board and on the part of the Advisory Committee and on the part of the persons who are interested in the con- servation and use of water in colorado and the desire not to delay action by colorado in this matter, that I would not present any amendment, that I would do eyerything that I could to speed up consideration. I There is another point also. As all of you know, Colorado is the only state among the seven states that has taken aggressive steps and position with regard to this whole matter. I didn't want to inject any kind of controversy before this Board that might go out and might be misunderstood by the other six states, or some of the other six states, of the Colorado River Basin program. I didn't want them to say, 'well, Colorado is divided. Colorado has some disputes of their I" own that they are indulging in'. I didn't want that to happen and I don't want that to happen. I want action to go forward under the leadership of the State of Colorado and because of my interest in that, I am not presenting any amendments or any proposals
