So, while I am not going to offer <br />any amendment today, I feel in my heart that <br />an amendment is necessary and I am going to <br />take up with our delegation in the Congress, <br />the Colorado delegation in the congress, the <br />proposal that I have in mind, make a record <br />of it in the Congress, because I feel that a <br />record is absolutely necessary. I have lived <br />with this matter for a long, long, long time. <br />I have seen many tragic mistakes made and I <br />don't want us to make another tragic mistake <br />and destroy what appears to me to be a possi- <br />ble solution of the upper Basin in the <br />delivery of water by the upper Basin to the <br />Lower Basin. So I shall remain silent here <br />today and I thin]~ many of you will rejoice <br />that I do, not that I might affect things <br />primarily but I think that we should have a <br />united front in the State of Colorado because <br />we have a tough job in Colorado doing anything <br />much with the water of the Colorado River. <br /> <br />The state of New Mexico has no burden <br />at Lee Ferry.
