We are working
directly with the staff of the Omaha office
and I am sure that we will be informed if
there is any type of delay occasioned which
is our fault here in Colorado."

z.1R. HEADLEY:

"I would like to say that we have en-
joyed the best cooperation we have had from
anyone in my experience with all of the
agencies in Colorado on this project. We
want to thank you for that."

z.1R. SPARKS:

"I hope you will treat us as the focal
point, this Board, so that we can assist
you in any problems that develop internally
within the state of Colorado. We know that
there will be a good many problems develop.
It is our function here to try to smooth the
way in connection with any local problems.

As far as the congressional scene is
concerned, I met with congressman Rogers last
week in Washington and discussed this situa-
tion with him. As near as the Congressman
can determine at this time, there has been
an overall cut in the budget of the corps of
Engineers of about 12~ percent, which would
make a reduction of $750,000 in the appropria-
tion made last year. This is the best estimate
that the congressman could get as to what was
happening overall in the Corps program. The
probable effect of the slowdown is to stretch
out the completion date of the Chatfield
Project by about one year. We had originally I..,
thought that the closure of the dam would
occur in late 1970. Now, as we get the
picture, it will occur in 1971. Congressman
Rogers felt that this probably will occur;
that is, that the construction will proceed
but that there will be this stretch-out of
what we are now hoping will not exceed one year.
