<br />.;,)~O:1 <br /> <br />1 <br /> <br />The original plans, as reviewed to us <br />last fall, were to actually start some con- <br />struction that has been outlined, this spring. <br />So, in effect, we are delaying the construc- <br />tion this spring we'll say, by five or six <br />months. By letting the contract for the <br />earth wo~c this fall, this precludes con- <br />struction during the winter so we are losing <br />a working season as far as the impervious <br />cutoff is concerned. This is where a <br />stretch-out of a year actually occurs. <br /> <br />The Congressman, at this time, is unable <br />to get any information as to the extent of <br />the federal budget. The president's budget <br />message follows his state of the Union <br />message by a period of about two weeks. By <br />the end of January we should be apprised of <br />the actual contemplated budget for the <br />Chatfield Project. <br /> <br />J <br /> <br />There is not much that anyone can do at <br />this time. Our congressional delegation is <br />concerned about this and they will prod the <br />thing along in congress. We have some good <br />friends in congress on the Appropriations <br />committees of both the House and the Senate. <br />Senator Allott is one of the members of the <br />Senate Appropriations committee and over on <br />the House side we have congressman Rhodes of <br />Arizona and congressman Kirwan of Ohio, who <br />have"" been our friends. It was largely through <br />the efforts of our congressional delegation, <br />primarily congressmen Rogers and McVicker, <br />that congressman Kirwan was persuaded last <br />year to include $6 million in the budget. <br />If you will recall, there was only about $1 <br />million in the original budget, or there- <br />abouts. less than $l million actually. So <br />the budget was increased by more than $5 <br />million above what was contemplated for this <br />fiscal year. We have, in a sense, made some <br />progress that was not anticipated for this <br />fiscal year. So I don't think the picture <br />is bleak at all. I am firmly convinced that <br />the construction of this dam will start this <br />
