The original plans, as reviewed to us
last fall, were to actually start some con-
struction that has been outlined, this spring.
So, in effect, we are delaying the construc-
tion this spring we'll say, by five or six
months. By letting the contract for the
earth wo~c this fall, this precludes con-
struction during the winter so we are losing
a working season as far as the impervious
cutoff is concerned. This is where a
stretch-out of a year actually occurs.

The Congressman, at this time, is unable
to get any information as to the extent of
the federal budget. The president's budget
message follows his state of the Union
message by a period of about two weeks. By
the end of January we should be apprised of
the actual contemplated budget for the
Chatfield Project.

There is not much that anyone can do at
this time. Our congressional delegation is
concerned about this and they will prod the
thing along in congress. We have some good
friends in congress on the Appropriations
committees of both the House and the Senate.
Senator Allott is one of the members of the
Senate Appropriations committee and over on
the House side we have congressman Rhodes of
Arizona and congressman Kirwan of Ohio, who
have"" been our friends. It was largely through
the efforts of our congressional delegation,
primarily congressmen Rogers and McVicker,
that congressman Kirwan was persuaded last
year to include $6 million in the budget.
If you will recall, there was only about $1
million in the original budget, or there-
abouts. less than $l million actually. So
the budget was increased by more than $5
million above what was contemplated for this
fiscal year. We have, in a sense, made some
progress that was not anticipated for this
fiscal year. So I don't think the picture
is bleak at all. I am firmly convinced that
the construction of this dam will start this
