Water users are also concerned about how future flows may <br />.be shepherded, for example from Steamboat Lake, to where they are needed most in the lower Yampa. <br />They want to know how this can be accomplished because water rights in the Yampa have rarely been <br />administered. <br /> <br />The next meeting is scheduled for February 11 in Craig. Many people may try to participate via <br />video-conferencing. <br /> <br />Elk River Watershed Stndy and Streambank Stabilization Project; leon Engineering, Inc., <br />under contract to the CWCB, has completed a draft report entitled "Elk River Streambank Stabilization <br />and Limited Watershed Hydrology Study. The purpose of the report was to examine the existing stability <br />problems of the lower Elk River (upstream of highway 40), including investigation into cost effective <br />mitigation measures. Another purpose was to conduct a limited watershed hydrology study of the overall <br />basin. Copies of the draft report were transmitted to study sponsors and interested parties for review and <br />Comment. A final meeting has been scheduled during late January to discuss the project, incorporate <br />review comments, and publish the report. <br /> <br />The study findings from analyses and field investigations indicate that the lower Elk River is <br />subject to both vertical and lateral migration, which could have extremely adverse impact to both public <br />and private property. Cost estimates for construction of mitigation measures range from about $60,000 <br />(bare minimum solution) to nearly $900,000 (comprehensive solution). The watershed study indicates that <br />41 % of the Elk River flows, on average, originate from the Park Range and that Steamboat Lake controls <br />about 8% of the Elk River drainage basin. Discharge from Steamboat Lake contributed about 5% of the <br />.total peak flow experienced during the 1997 flood event. <br /> <br /> <br />Agency Personnel and Budget <br />Staff Changes: We have hired several new staff and have said farewell to some comrades. <br />New Staff <br /> <br />. <br /> <br />Michelle Garrison, RDSS Technician. Michelle obtained a B.S. degree in applied earth science from <br />Stanford University in 1993 and recently completed her M.S. degree in water resources administration <br />at the University of Arizona. She has worked as a summer intern in Conservation Department at <br />Denver Water and also as a Biological Technician with the U.S.D.A. Agricultural Research Service. <br />She will be working to help develop and maintain our computer based decision systems. <br /> <br />Ted Kowalski, Water Rights Protection Specialist. Ted is coming to us from the Attorney General's <br />office. He will begin work on Feb. I. He will be responsible for the legal protection of our instream <br />flow water rights. For example, he'll review water court resumes and coordinate with the Attorney <br />General's office in the filing and resolution of Statements of Opposition. <br /> <br />Vince Prichard, Information Technology Manager. Vince was an attorney with the federal government <br />in Denver for 18 years. He worked for the Office of Hearings and Appeals of the Social Security <br />Administration, was an assistant regional counsel for the U. S. Department of Energy, then spent 10 <br />years as a research attorney and computer programmer for a U. S. Department of Defense agency, <br />Federal Legal Information Through Electronics (FLITE).
