;

,

.\

Following the agency's move from Colorado, he became a computer network analyst at the CU Health
Sciences Center. He is the first Information Technology Manager the CWCB has had. He will spend
about half-time attending to our general computer needs and the other half helping to develop and
maintain the computer-based decision support systems that assist in the management of Colorado's
water resources.

--.

. Andrea Wygle, Assistant to the Directors. Andrea comes to us from Metropolitan State College where
she worked for three deans. She will also be assuming Susan's role as board secretary and be
performing valuable functions as our public information and open records officer.

Staff Changes

. Kathy Kanda. Kathy was the DNR Communications Director and provided us with a lot of valuable
support. Kathy left the DNR on Jan. 15 to go fishing for nine months until she begins law school in
the fall. Keep an eye on this one!

. Susan Maul. Susan has been our budget officer and office manager for 50me time. On February I,
she will be transfer to the Water Supply Protection Section to assist them with budget matters related
to decision support systems and other activities. The move will allow Susan to do some technical
writing as well which is something she has training in. We wish Susan all the best in this transfer.

. Dori Vigil. Dori has transferred to the Colorado Geological Survey to become their Accounting
Technician. This transfer provides some new opportunities for growth. She has left a vacancy we are
working hard to fill and she will be sorely missed.

Imaging System: The Imaging Committee, comprised of Jan lllian, Carolyn Fritz, Sue .
Uppendahl, Todd Doherty, and Bill Stanton, has been reviewing the imaging systems in response to the
Construction Fund Loan Program Performance Audit (September 1998) Recommendation No. 13, which
stated that we should improve its procedures for maintaining loan records, including a consistent,
centralized filing system, and should explore technological solutions.

At the November 1998 meeting, the Board approved requesting the General Assembly to authorize
up to $270,000 from the Construction Fund to be appropriated to the Department of Natural Resources for
allocation to the CWCB in FY99-00 for participation in the DNR Electronic Document Imaging System.

The imaging system being considered would consist of a scanning station (scanner, personal
computer, and monitor) and the object server, all of which would reside in our offices, and connected to
the library server that is located on Floor 1 B and shared by DWR, Oil & Gas and CWCB. One of the
benefits of this system is that the electronic images are delivered almost instantly with the request,
regardless ofthe number of users on the system. The optical image system originally contemplated may
take 30 seconds up to five minutes, depending on the number of users on the system. The images would
be stored on an object server, which is about the size of a personal computer. While this system was not
an economical option even a year ago, the price has dropped to make this the most feasible system.

The Imaging Committee plans on making a recommendation the first of February and proceed
with purchase and installation of the equipment and training of the staff. The backlog of information
would be contracted out to the State General Support Services and the day forward information would be
scanned in and indexed by our staff.

###

.

14
