<br />,,3-S:7 <br />,. \. <br /> <br />DELTA COUNTY AGRICULTURAL PLANNING COMMITTEE <br /> <br />Delta, Colorado <br /> <br />December 21, 1953 <br /> <br />I <br /> <br />State Water Board <br />212 State Office Building <br />Denver, Colorado <br /> <br />Dear Sir: <br /> <br />The observations and recommendations of the Delta County <br />Agricultural Planning Committee in respect to the proposed <br />upper Colorado River Storage Project, available water pros~ <br />pect, storage units and diversions of water are as follows: <br /> <br />The lOVler reaches of this Colorado River Basin in . <br />California, Arizona, and Nevada have developed and .pros- <br />pered by the fin~~cing of huge water and power projects <br />by Federal Government appropriations to these uses. The <br />construction of propsed Glen Canon Reservoir and power <br />will further this down river development and in our pre- <br />sent state of Water uses in Colorado mean little to this <br />upper basin area. Therefore, we urge that the principle <br />be recognized, that the first units of the storage project <br />approved for construction be Curecanti on the Gunnison and <br />other like storages high up on streams of the Colorado <br />such as to be of immediate service to the development of <br />the upper basin. In other words, units meeting the Criterion <br />of Agricultural and industrial development as well as compact <br />protective storage of the upper basin area be the firs,t in <br />order to receiving approval for construction, and we ;wurge <br />that legislation so provide. <br /> <br />We believe the propsed participating pro~cts are all <br />very well planned and should become a part of the storage <br />project as outlined in the proposals. <br /> <br />We believe, the methods that Denver uses for financing her . <br />future water supplies is her own concern but any waters diverted <br />from the Colorado ili ver water shed to this purported use, be- <br />cause of the intense value of this high V1ater to the future wel- <br />fare of Western COlorado, should carry the assurance from Denver, <br />by stipulation, first that it shall be diverted only to the ex- <br />tent of necessity for domestic and municipal uses, second, that <br />such diversion shall at no time be used in substitution for <br />waters diverted to other uses and, third, also that present Blue <br />River uses and future developmentsshall be provided for and pro-~ <br />teg.. This should be accomplished in such a manner as to meet the <br /> <br />I <br />
