418

;} ~-I'

requirements of the constitution and of the statues of the State
of Colorado.

I

"fe have reviewed and accept the Hill Report as basic data,
a first chapter picture, if you please, subject to review'from
time to time for amendment and changes as becomes necessary by
new findings of related facts.

We bring to your attention, that the soils and climate of
Delta County Colorado is adapted to the production of a great
variety of Agricultural products, and that less than one half of
its irrigable lands has an adequate water supply, and that with
an adequate water supply its annual agricultural creative wealth
could be doubled to the accommodation of a great increase of popu-
lation to the relief of congested areas of our Nation.

NoVl, therefore, we urge that the proposed Paonia and Smith
Fork irrigation projects, as participating projects, together
with the Curecanti, as an initial phase unit of the Upper Basin
Water Storage Project of the Colorado River Basin, are necessary
to the future welfare and development of this area.

Surely this area the Source of the River water is entitled
to the same consideration in the developments of this River Basin
as has already bee~ accorded the lower part of this Basin, to its
expansion and prosperity beyond any dream, by Federally financed
key water projects. This inland Empire of Colorado may enjoy the
same if we likewise can get such a lift.

The enclosed resolution was introduced by the water sub-
committee of the Delta County Agricultural Planning Committee
and acted on and unanimously approved by the cOllllI1ittee in regular
session, December 18, 1953. We urge your favorable consideration
of the proposals therein.

Very truly yours,

CHP

/s/ Carl H. Powell
Secretary

I

Mr. Crawford: "The identical resolutions have been presented from
the t())'o'I!S and civic organizations as follows: Gunnison County
Chamber of Commerce, Cortez, Montrose City Council; La Plata County
Commissioners, Montrose County Conservation Water Board, and Mont-
rose County Agriculture Council.
