<br />. <br /> <br />. <br /> <br />. <br /> <br />Program Guidance <br />This is a proposed new section to the Program Document <br /> <br />Change Number 23: <br /> <br />The Program Guidance process is used by the Upper Basin and has proven to be a useful tool for <br />connecting the Long Range Plan to the Annual Work Plan and budget process. The sub- <br />committee recommends the follow process be included in the Program Document. <br /> <br />"The Program Director's office annually will develop the Program Guidance on the basis of the <br />Program's Long.Range Plan and input from Program participants. Like the LRP. the Program <br />Guidance will be organized by recovery element. Within each recovery clement. guidance will <br />be provided for ongoing, ongoing-revised and new projects. Projects to be completed in or <br />discontinued or suspended after the current fiscal year also are listed. Ongoing projects are those <br />previously approved for out-year funding for which goals. objectives, methods, cost, and <br />expected outcome have not changed significantly. Scopes of work for these projects should <br />require only minor updates. Ongoing-revised projects are those previously approved for out-year <br />funding for which goals, objectives, methods, cost, or expected outcome have changed <br />significantly (as outlined in the guidance), thus their scopes of work may require more changes. <br />New projects are those not previously approved for out-year funding and completely new scopes <br />of work and Requests for Proposals (RFPs) may need to be developed for them. <br /> <br />The Program's technical committees will review the Program Guidance for accuracy and <br />completeness. The Program Guidance will be reviewed and approved by the Coordination <br />Committee. The Long-Range Plan identifies all the activities currently believed necessary and <br />feasible to recover the endangered fish in the San Juan River Basin. The annual Program <br />Guidance is closely tied to the LRP." <br /> <br />Annual \\'ork Plan <br /> <br />Change Number 24: <br /> <br />The Sub-committee recommends the edits to the Annual Work Plan section as shown in <br />Attachment 10. Attachment 10 includes the 1995 and proposed 2005 versions of this chapter <br />along with a redline/strike out version of the proposed edits and changes. <br />Substantive changes in this section include: <br /> <br />I) That the Program Director. with assistance from the technical committees be responsible for <br />drafting the annual work plans and accompanying annual budgets; <br /> <br />2) That the annual work plans reneet the high priority projects identified in Ihe annual Program <br />Guidance; <br /> <br />4) Clarification or modification of the work plan or budget will be completed by the Program <br />Director at the direction of the Coordination Committee. <br />
