.

.

.

Chanqe Number 25:
Annual Budget Re\'iew

The Sub-committee recommends the edits to the Annual Budget Review section as shown in
Attachment 11. Attachment II includes the 1995 and proposed 2005 versions of this chapter
along with a redline/strike out version of the proposed edits and changes.

Edited to read as follows:

Funding of the Program is essential until the Program's goals are achieved. While it is
recognized that the availability of funds from each source will be subject to federal and slate
legislative action, the participants are responsible for obtaining their portion of the funds needed
to achieve the purposes of this Program. The Coordination Committee will annually assess
funding requirements and the contributions expected from all sources, including in.kind services,
and will recommend whether the net effect of any shortfall in Program funding would make it
impossible to effectively carry out this Program.

The Coordination Committee will annually review progress toward recovery, and will
recommend adjustments to the operating budget to retlect changing needs and priorities. lfthe
Coordination Committee determines that the financial estimates and contributions from all
sources are not sufficient to carry out the Program, the Coordination Committee may recommend
how, and from what source, additional revenues may be acquired.

Chanqe Number 26:
Program Funding

The Sub.committee recommends the edits to the Funding of the Implementation Program section
as sho\\'TI in Attachment 12.

In the 1995 original document all of the funding information sections were included in Chapter 6
Funding of the Implementation Program. Below, I have included the name of the correlating
sections that the infonnation is found in the revised document. Some information has been
deletcd, some has been relocated within the revised document.
The changes made to this chapter were to remove repetitive, redundant, conflicting and outdated
information. The Program's funds are provided by Public Law 106-392. Public Law 106-392
authorizes the expenditure through federal fiscal year 2008 of federal appropriations and
Colorado River Storage Project power revenues to implement the San Juan River Basin
Recovery Implementation Program.

Because of the substantially different structure, redlineJstrike out edits arc provided where
possible at the section level of this chapter.

6.0 Funding of the Implementation Program = Program Funding (attachment 12)
