Not more than once every two years, the Program Director should <br />develop a formal assessment of progress towards recovery and formal recommendations for <br />changes in direction, termination of projects. new projects. and other important Program issues. <br />The Program Director should have adequate funds to obtain external contract support in <br />conducting this effort. <br /> <br />In addition, to ensure that the best available science and data are used as a basis for recovery <br />goals and recovery actions for the San Juan River populations of Colorado pikeminnow and <br />razorback sucker, the Program Director will be responsible for ensuring thaI the Program <br />maintains a standardized process by which all significant Program science projects and reports <br />will be subjected to peer review by qualified specialists in appropriate technical disciplines. The <br />Program Director will: <br /> <br />t. develop an annual scope of work for peer review and include it in the annual work plan; <br /> <br />2. coordinate meetings among peer reviewers, the appropriate technical committees of the <br />Program, and the Coordination Committee; <br /> <br />3. provide copies of the peer review reports to the appropriate technical committees of the <br />Program and the Coordination Committee; and <br /> <br />4. identify, in consultation with peer reviewers and the appropriate technical committees, <br />high priority issues for peer review in the coming year. <br /> <br />Identification of Reconry Actions <br /> <br />Change Number 22: <br /> <br />The Sub-committee recommends the edits to the Identification of Recovery Actions section as <br />shown in Attachment 9. Attachment 9 includes the 1995 and proposed 2005 versions of this <br />chapter along with a redline/strike out version of the proposed edits and changes. <br />The sub-committee proposes the following wording to replace the 1995 version: <br /> <br />If the Program Director, in consultation with the Program's Coordination Committee and <br />technical committees, identifies an action that may potentially facilitate the recovery of the <br />endangered fish populations in the San Juan River and thc action is not included in the Long- <br />Range Plan, the Program Director will forward to the Coordination Committee a <br />recommendation for the inclusion of the action in the LRP, along with information on the <br />identified action that the Coordination Committee needs to complete its review and approval of <br />the recommendation. Approval will be based on whcther the LRP accurately reflects the best <br />scientific infonnation available, the efficient implemcntation of recovery goals, and the <br />management actions of the Program. <br />
