<br />. <br /> <br />. <br /> <br />. <br /> <br />2. preparing and updating, with assistance from the Coordination Committee and the <br />Program's technical committees. the Long-Range Plan with research, monitoring and <br />recovery elements and goals for submiuallo the Coordination Committee for review and <br />approval; <br /> <br />3. preparing annual work plans. annual budgets and annual progress reports for submittal to <br />the Coordination Committee for review and approval; <br /> <br />4. ensuring that the approved recovery activities are implemented; <br /> <br />5. evaluating program/project accomplishments and shortcomings; <br /> <br />6. monitoring implementation of all Program actions, including those Program actions <br />identified as reasonable and prudent alternatives and measures in biological opinions, and <br />reporting results to the Service on an annual basis; <br /> <br />7. annually preparing, in consultation with the Coordination Committee and the Program's <br />technical committees, a report that assesses the preceding year's fish monitoring data, <br />progress toward recovery, and adaptive management recommendations, including <br />recommendations for changes in direction, termination of projects, new projects or other <br />pertinent recommendations; <br /> <br />8. maintaining records showing the distribution and expenditures of all annual base and <br />capital funds expended under the annual work plans by each funding source, and <br />providing to the Coordination Committee at the end of each federal fiscal year an <br />accounting of funds expended during the preceding year; <br /> <br />9. reporting to the Coordination Committee at each of its meetings the status of Program <br />activities, the accomplishment of milestones or delays in meeting milestones, and any <br />problems with maintaining Program work schedules along with recommendations for <br />solving the problems; <br /> <br />10. disseminating information to state, federal, and tribal agencies; <br /> <br />II. ensuring that appropriate collecting permits are provided to each principal investigator; <br /> <br />12. advising Program Participants of requests for initiation of consultation; <br /> <br />I J. maintaining a list of interested parties as described in the committee meeting procedures <br />provided in this document; <br /> <br />14. maintaining the Program website and Iistserves; <br /> <br />15. coordinating activities between the San Juan River Basin Recovery Implementation <br />Program, the Recovery Implementation Program for Endangered Fish of the Upper <br />Colorado River Basin, and the Colorado River Fishes Recovery Team; <br /> <br />16. implementing Coordination Committee recommendations to resolve problems or issues <br />that may arise with regard to accomplishing Program activities in a timely manner; and <br /> <br />17. providing materials and technical support to the non.federal participants for the annual <br />briefings with members and committees of the U.S. Congress and State legislatures. <br /> <br />Annually, the Biology, Coordination and Hydrology Committees should meet jointly to review <br />the preceding year's fish monitoring data, assess progress toward recovery, and adaptively <br />manage recovery actions.
