The foundation would be established within one-year of when the funding is <br />available. The intere~t fr?m the endowm~nt.would b~ ~sed to hire a full-time educ~tion coordinator . <br />and to produce and dlstnbute new and eXlstmg matenals approved by the Foundation and the CWCB. <br />A copy of a data sheet prepared by the CWC is attllched, <br /> <br />2, The CWCB should allocate $40,000 of the severance tax funds available for education in FY 01-02 <br />toward establishing the foundation. The money should be specifically used to promote continued <br />coordination among those who support water education and to gather information and promote <br />decision making so the goal of having the foundation established within one-year can be <br />accomplished. <br /> <br />Members of the CWC Education Committee met again in Frisco on Sept. 4 to continue discussing the <br />implementation ofthe two resolutions. With respect to the f~undation, CWC members proposed: <br /> <br />. That the Vision Statement of the new foundation be som;ething like: "Colorado. citizens know water is a <br />limited resource and will make informed water management decisions." <br /> <br />. That the Mission Statement be something like: "The F01,U1dation, an impartial, non-profit organization, <br />will create a better understanding of water issues and h~lp resolve waterresource problems through <br />educational programs." <br /> <br />They also discussed the establishment of an informal steerih.g committee and laid out a schedule for meeting <br />deadlines, gathering support and collecting input. Finally, they made plans to ensure the prudent expenditure <br />of the severance tax funds. A recommendation for action based on the CWC action follows: . <br /> <br />Recommendation <br /> <br />1. Several members of the CWC Education Committlle will be at our meeting. The CWCB should begin <br />discussions with them about how they would like to see a foundation established. They can then <br />continue to work with staff so that a complete propbsal can be prepared for Board review in <br />November 2001. <br /> <br />2. The CWCB should enter into an MOD with the Colorado River Water Conservation District <br />(CRWCD) to distribute the severance tax funds. T~e CRWCD is another government entity and is <br />represented on the CWC Education Committee. By working with the CRWCD, the funds may be <br />more expeditiously distributed in accordance withlthe CWC resolutions. <br /> <br />Colorado Water Co:p.servation Board <br />Flood Protection.
