In 2000 the
CWCB agreed to support a $115,000 water education initiative and funding was included in the 2000 Water
Project Authorization Bill (HE 00-1419):

Working with the staff of the CWCB, the members of the Colorado Water Congress Education Committee
developed a work plan, created a CD-ROM containing water education materials, contracted with entities to
distribute water education materials, hired an evaluator to review the implementation of the initiative and
make recommendations for further action. The Committee has developed a strategy to ensure the continued
availability of materials and expertise to coordinate, manage and implement an on-going water education
program.

Proposal Summary

To make the Colorado Water Congress the initial primary coordinator and conduit for water educational
materials. This would be done in conjunction with the responsibility of the Director ofthe CWCB to direct
and manage water education programs and to operate a Water Resource Information Center. The Colorado
Water Congress will then begin to investigate establishing a Water Education Foundation with the goal of
having it operational by January I, 2003.

Goals:

I. Establish a network of contacts in every school district and other educational institutions.
2. Create an "e-library" of educational materials and tools for distribution to all educational facilities (using
the CWCB Web-site and WRIC).
3. Create free-flowing information channels between the CWCB and educators.
4. Facilitate the production and distribution of materials and resources to teachers, students, adults and water
festivals.
5. Keep the CWCB and the General Assembly up-to-date about developments and progress.
6. Evaluation of existing programs within and outside the Foundation.
7. Identify and solicit new funding from other sources.
8. Develop partnerships with other water education efforts.
9. Become a statewide resource for water information

Proposal Implementation

Colorado Water Conservation Board
Flood Protection. Water Project Planning and Financing.
