<br />- 3- <br /> <br />. <br /> <br />The CWCB is utilizing the "As-Needed" program of the State Buildings and Real Estate Programs. <br />Three firms, all of which were pre-qualified Ullder the As-Needed program, submitted written <br />responses to interview questions provided by the CWCB. The submittals from the 3 consulting firms <br />were evaluated and ranked by CWCB staff. <br /> <br />The selected consultant will assist staff with documenting individual flood events in Colorado, if and <br />when they occnr, dttring the 2002 flood season. The flood season in Colorado generally begins in May <br />and ends in October of any given year. In addition, the consultant will assist staff as necessary with <br />identifying specific flood hazards within communities that do experience flood events dttring the 2002 <br />flood season. Other components ofthe Flood Response Program will address related issues. <br /> <br />Evaluation of CWCB floodplain designations and, as needed, revisions (following major flood <br />events) <br />There are fonr components to the evaluation of CWCB floodplain designations and potential revisions <br />of those designations: <br /> <br />I) Confirm that official hydrologic values are reasonable; <br />2) Verify that the official hydraulic determinations are representative of current field <br />conditions; <br />3) Delineate the current 100-year floodplain limits, if applicable; and <br />4) Present new or revised floodplain information to the local entities, CWCB, and FEMA, <br />if applicable. <br /> <br />. <br /> <br />The purpose of this flood response element and its fonr components is to provide an opportUllity before <br />or after a flood event to analyze the scientific validity of the applicable floodplain information. If <br />appropriate, this element will also allow the development of new or revised floodplain information. <br /> <br />Engineering consultants have been contacted to determine their interest in telephone interviews for the <br />selection of a contractor to perform this element. A scope of work is currently being developed, and <br />from that scope of work, interview questions will be prepared. Interviews will be condncted in early <br />April, prior to the 2002 snowmelt runoff season. <br /> <br />One potential opportunity to use this particnlar element already arose in late January and early <br />February. The White River in Meeker was beginning to exhibit signs of possible ice-jam flooding near <br />one of the bridges there, After a request from Rio Blanco County, staff made preliminary contacts <br />with officials with the Corps of Engineers, both at their Cold Regions Research and Experiment <br />Laboratory (CRREL) in New Hampshire and at their district office in Sacramento. FortUllately wann <br />weather seems to have subseqnently eliminated further problems for this year, but staff considered the <br />possibility of calling in a consnltant to examine the designated floodplain for that portion of the White <br />River. <br /> <br />Development of disaster area recovery/mitigation plans <br />Mitigation activities for the Flood Response Program will occnr when initial response activities have <br />been implemented and/or completed. Three types of mitigation will be cost-shared throngh the Flood <br />Response Program. They are: <br /> <br />. <br /> <br />Flood Protection. Water Project Planning (llld Financing.
