<br />-2 - <br /> <br />The proposal approved by the Board and by the General Assembly incorporated an annual budget of . <br />$150,000. The funds for this program come from the allocation of the five-percent for floodplain <br />projects as authorized in the CWCB Construction Fund. This program is be funded to the $150,000 <br />level on an annual recommendation. <br /> <br />Ollerations for the Flood Resllonse Prol!ram <br /> <br />. Flood anticipation, outlook, and preparedness <br />The CWCB has contracted with John HellZ of HDR Engineering for flood and drought forecasting <br />throughout 2002. These forecasts are prepared for the Colorado Flood Task Force, CWCB and <br />Colorado citizemy and are available over the internet atwww.cwcb@state.co.us. John's forecasts have <br />proven to be of much interest to Colorado citizens, govermnent agencies and emergency managers due <br />to his 30+ years experience in meteorology and weather forecasting. <br /> <br />The CWCB Chairs the Colorado Flood Task Force dming flood season April through October and has <br />set a date of April 17th to activate the Task Force this year. The Task Force meets once a month, but <br />will meet more often during timeS-Qf high flood potential, and is comprised of local agencies that can <br />offer emergency assistance, technical assistance and funding for Colorado flood disasters. The Task <br />Force has representatives from the NRCS, State Engineers Office, Bmeau of Reclamation, Corps of <br />Engineers, Department of Agricttltme, Office of Emergency Management, National Weather Service <br />and the Colorado Climate Center. The FTF will produce a press release after each meeting this year to <br />aid local govermnents in flood preparedness. <br /> <br />The CWCB prepares a spring reminder for all communities in Colorado, which advises local <br />govermnents, and citizens of this year's flood threat potential, the common misconceptions abottt flood <br />insmance, and the availability of flood insmance. The CWCB staff also maintains a Flood Watch <br />webpage with links to weather, precipitation, flood warning systems, road conditions and emergency <br />numbers. <br /> <br />. <br /> <br />Aerial photography of flooded areas <br />The CWCB staff has developed a Scope of Work and is working with DNR Pmchasing staff to release <br />a Request for Proposals (RFP) that will provoke responses from qualified aerial photography and <br />topographic mapping companies. Key elements of the selected proposal will be the ability to work <br />statewide and the ability to remain on-call for the next two years dming Colorado's flood season. The <br />total amount of State funding available for this project is approximately (ttp to) $25,000 per year. Dtte <br />to the natme of flood events, response time is critical for data collection and photography. CWCB staff <br />has developed a list of 20 target companies that it will send an announcement to, and the RFP should <br />be released by April 1, 2002. CWCB staff hopes to h~ve a qualified company contracted for services <br />by May l't. <br /> <br />Flood documentation and identification of specific hazards <br />The CWCB staff has selected an engineering consulting firm for on-call flood documentation services. <br />The pttrpose of the on-call task order is to assist the CWCB with documenting various flood events as <br />they occm during the 2002 flood season. The total amount of State funding available for this proj ect is <br />approximately (up to) $50,000. There is no minimum amount to be paid out to the consultant and the . <br />amount of work will vary depending on the number and severity of floods dming the season. <br /> <br />Flood Protection.
