In response to CRS 37-60-106 (c) and the experiences of <br />the CWCB staff in recent flood operations, the 200 I Construction Fund bill created a "Flood Response <br />Program" to formalize, expand, and fund a Board flood response and recovery program, <br /> <br />Obiective <br />Provision of an update for Board members of the comprehensive annnally funded flood emergency <br />response program. This program is tmder the administration of the Colorado Water Conservation <br />Board. <br /> <br />Discussion <br /> <br />Background <br />The Flood Emergeney Response Program consists of five program elements: <br />· Flood anticipation, outlook and preparedness; <br />. · Aerial photography of flooded areas; <br />· Flood documentation and identification of specific hazards; <br />· Evaluation of CWCB floodplain designations and revisions as needed; and . <br />· Development of disaster area recovery/mitigation plans. <br /> <br />. <br /> <br />In response to these met needs in flood mitigation activities tmder a flood threat or response <br />operation, When the program was initially proposed to the Board at the November 2000 Board <br />meeting, the staff presented a program summary entitled "Proposed Flood Response Program," <br />dated October 2000. The program was designed to operate in harmony with the Department of Local <br />Affairs, Office of Emergency Management and the Colorado Natural Hazard Mitigation Cotmcil <br />(CNHMC). <br /> <br />Flood Protection.
