If accepted by <br /> <br />private landowners, in writing,jthe provisions of the plan may <br /> <br />be applied to the individual parcels of private land. <br /> <br />(d) NEWIMPOUNDMENTS.--In managing the Area, neither the <br /> <br /> <br />Secretary nor any other Federal ag~ncy or officer may approve or <br /> <br />issue any permit for, or provide any' assistance for, the construction <br /> <br />of any new darn, reservoir, or impoundment on any segment of the <br /> <br />Rio Grande or its tributaries within the boundaries of the Area. <br />SEC. 11.
