<br />. <br /> <br />~ <br /> <br />15 <br /> <br />(c) No RESERVATION OF WATER RrGHTS.--Public land <br /> <br />2 <br /> <br />affected by this Act shall not be subject to reserved water rights for <br /> <br />3 <br /> <br />any Federal purpose. <br /> <br />4 <br /> <br />(d) CHANGES IN STREAMFLOW REGIME.--To the extent that <br /> <br />5 <br /> <br />changes to the streamflow regime beneficial to the Area can be <br /> <br />6 <br /> <br />accommodated through negotiation with the State of Colorado, the <br /> <br />7 <br /> <br />Rio Grande Water Conservation District, and water users within <br /> <br />8 <br /> <br />Colorado, such changes should be encouraged, but may not be <br /> <br />9 <br /> <br />- <br /> <br />imposed as a requirement. <br /> <br />(e) PRIVATE LANDS.--Private lands within the Area will be <br /> <br />11 <br /> <br />affected by this designation only to the extent that the private <br /> <br />12 <br /> <br />landowner agrees in writing to be bound by the Management Plan. <br /> <br />.13 <br /> <br />sEe.lO. MANAGEMENT. <br /> <br />14 <br /> <br />(a) MANAGEMENTPLAN.--The Secretary shall implement the <br /> <br />15 <br /> <br />Area Management Plan developed by the Commission as modified, <br /> <br />16 <br /> <br />if necessary, and adopted by the Secretary for all of the land within <br /> <br />17 <br /> <br />the Area that accomplishes the purposes of and is consistent with the <br /> <br />18 <br /> <br />provisions ofthis Act. The Management Plan shall apply to all land <br /> <br />e <br /> <br />within the Area owned by the United States and may be made to <br /> <br />DRAFT. April 27, 2001 <br />
