<br />14 <br /> <br />1 <br /> <br />the Commission and adopted by the Secretary in such a manner as <br /> <br />2 <br /> <br />shall provide for-- <br /> <br />3 <br /> <br />(1) the conservation, restoration and protection of the <br /> <br />4 <br /> <br />Area's unique scientific, scenic, 'educational, recreational and <br /> <br />5 <br /> <br />wildlife values; <br /> <br />6 <br /> <br />(2) the continued use of the Area for purposes of <br /> <br />7 <br /> <br />education, scientific study, and: limited public recreation in a <br /> <br />8 <br /> <br />manner that does not substantially impair the purposes for <br /> <br />9 <br /> <br />which the Area is established; <br /> <br />10 <br /> <br />(3) the protection of the wildlife habitat of the Area; <br /> <br />11 <br /> <br />(4) the elimination of opportunities to construct water <br /> <br />12 <br /> <br />storage facilities within the Ar~a; and <br /> <br />13 <br /> <br />(5) the reduction or elimination of roads and <br /> <br />14 <br /> <br />, motorized vehicles from the public lands to the greatest extent <br /> <br />15 <br /> <br />, <br />possible within the Area.
