have. Felix, will you get into this now,
please?"

MR. SPARKS:

"You.have a map on which we have prepared
an overlay of the proposed all-federal ~ystem.
That overlay is indicated by dotted blue lines.
The solid blue lines were the original ~ap and
indicate the existing Bureau of Reclamation
transmission systems as they connect th~ various
Bureau powerplants. In red we have indicated
those portions of the all-federal trans~ission
system which the proposal of the investor
utility companies would eliminate. '

The thing that has disturbed us gr~atly,
when you put this down in front of you, ;is the
fact that the proposal of the investor ~tility
companies isolates each and everyone of these
various reclamation projects. Even witqin our
own Project it isolates Flaming Gorge from
Glen Canyon and Curecanti. We think that was
sort of a deliberate thing because we c~nnot
conceive by coincidence these private pqwer
companies were just going to happen to qon-
struct those lines anyway.

As you will note, by this system the pro-
posal of the investor utilities would separate
all these projects and separate our own'proj-
ect. Now the great disadvantage of this is
that there is a tremendous amount of money to
be made for our project and these other,proj-
ects if we can shift secondary power baqk and
forth by a system of credits without having
to pay a toll charge. But by the utility in-
vestor companies proposal we felt that Je would
be paying both ways - when the power was bor-
rowed from one plant to another and the~ when
it was returned. And we think it was a:delib-
erate attempt on the part of the investqr utili-
ties to levy such a toll because we can~ot
believe that this was sheer coincidence 'that
their lines happen to coincide with the 'lines
that the Bureau of Reclamation has plan~ed. If
you will recall, under Public Law 485, the
\
Secretary was directed to interconnect ~hese
various plants. That amounts to a tremendous

,',."

I

I
