SPARKS: <br /> <br />"You.have a map on which we have prepared <br />an overlay of the proposed all-federal ~ystem. <br />That overlay is indicated by dotted blue lines. <br />The solid blue lines were the original ~ap and <br />indicate the existing Bureau of Reclamation <br />transmission systems as they connect th~ various <br />Bureau powerplants. In red we have indicated <br />those portions of the all-federal trans~ission <br />system which the proposal of the investor <br />utility companies would eliminate. ' <br /> <br />The thing that has disturbed us gr~atly, <br />when you put this down in front of you, ;is the <br />fact that the proposal of the investor ~tility <br />companies isolates each and everyone of these <br />various reclamation projects. Even witqin our <br />own Project it isolates Flaming Gorge from <br />Glen Canyon and Curecanti. We think that was <br />sort of a deliberate thing because we c~nnot <br />conceive by coincidence these private pqwer <br />companies were just going to happen to qon- <br />struct those lines anyway. <br /> <br />As you will note, by this system the pro- <br />posal of the investor utilities would separate <br />all these projects and separate our own'proj- <br />ect. Now the great disadvantage of this is <br />that there is a tremendous amount of money to <br />be made for our project and these other,proj- <br />ects if we can shift secondary power baqk and <br />forth by a system of credits without having <br />to pay a toll charge. But by the utility in- <br />vestor companies proposal we felt that Je would <br />be paying both ways - when the power was bor- <br />rowed from one plant to another and the~ when <br />it was returned. And we think it was a:delib- <br />erate attempt on the part of the investqr utili- <br />ties to levy such a toll because we can~ot <br />believe that this was sheer coincidence 'that <br />their lines happen to coincide with the 'lines <br />that the Bureau of Reclamation has plan~ed. If <br />you will recall, under Public Law 485, the <br />\ <br />Secretary was directed to interconnect ~hese <br />various plants.
