I

GOVERNOR JOHNSON:

MR. STAPLETON:

MR. NELSON:

I

GOVERNOR JOHNSON:

MR. NELSON:

GOVERNOR JOHNSON:

Governor felt as he does about this controversy.
He never mentioned it to me.'. Now this is
exactly the problem I had on August 2nd, at the
time you were at the meeting. At that time I
asked Mr. Sparks 'What is the Governor's posi-
tion on this matter?' because I too wanted to
know what that was. And Mr. Sparks said 'He
is likewise in full accord with whatever this
Board undertakes. He will be guided by the
decision made by this Board.'."

"I recall that. I head that reply."

"I only have one other statement to make and
that is that since I have been on the Board and
since I've been Vice-Chairman I think the Board
and the members, each individual one, have taken
great pride in the fact that no matter how em-
barassing, how cumbersome, or otherwise, these
meetings might become we have never had a secret
meeting to my knowledge. From the facts as I
interpret them, that have been presented today,
the action of the Upper Colorado River Commis-
sion undermines, at least in my opinion, the
cooperation which I had hoped would always
exist between the two of us and I think it is
extremely regrettable.

Having asked so many questions - I should-
n't have asked so many - but how about some
other members of the Board. Mr. Nelson?"

"Mr. Chairman, as I recall the motion of
the Upper Colorado River Commission on May 11th,
it was to invite the utilities and the Bureau
to make statements to the Commission. I don't
recall anything in there about any comparison
or any report. I was wondering if my recollec-
tion was correct or incorrect?"

"Was that addressed to me?"

"Yes. II

"I didn't hear it, Bill."
